Son yüzyılın en büyük salgını COVID-19 kısa sürede tüm dünyaya yayılarak insanlığın sağlık başta olmak üzere ekonomik, sosyal ve politik birçok alanda mücadele verdiği bir sağlık krizi olmuştur. Salgının küresel çaplı olması bu mücadeleyi zorlaştırırken her ülke kendi stratejik planını oluşturarak bu süreci yönetmeye çalışmıştır. Ülkelerin, etkisini sürdürmekte olan küresel sağlık krizi COVID-19 ile mücadele ederken güvenli olma durumlarının ve sağlık sistemleri performanslarının sınıflandırılması, gelecek olan diğer salgın tehditlerine karşı önem taşımaktadır. Buradan hareketle araştırmanın amacı, COVID-19 salgınında OECD ülkeleri sağlık sistemi performanslarını ve güvenlik değerlendirmesini çok kriterli karar verme yöntemleri ile analiz etmektir. Araştırma evrenini OECD ülkeler grubunda yer alan 38 ülke oluşturmaktadır. Araştırmada sağlık sistemi performansının değerlendirilmesinde COVID-19 vaka sayısı, ölüm sayısı, vaka-ölüm oranı, vaka-iyileşme oranı, tam aşılanmış kişilerin oranı, sağlık harcamalarının Gayri Safi Yurtiçi Hâsıla içindeki oranı, hekim sayısı, hemşire sayısı, hastane yatağı sayısı ve yoğun bakım yatak sayısı; güvenli ülkelerin değerlendirilmesinde ise karantina etkinliği, hükümetin risk yönetimi etkinliği, COVID-19 izleme ve tespit, sağlık hizmetine hazırlık, COVID-19 bölgesel güvenlik açığı ve acil durum hazırlığı değerlendirme kriterleri olarak kullanılmıştır. Araştırmada COVID-19 salgını sağlık sistemleri performansları TOPSIS, COPRAS, VIKOR ve GİA yöntemleri ile COVID-19 güvenlik değerlendirmesi TOPSIS, GİA ve VIKOR yöntemleri uygulanarak en iyi performans gösteren ülkeler sıralanmış ve karşılaştırılmıştır. COVID-19 sağlık sistemi performans değerlendirmesi TOPSIS analizi sonucuna göre Almanya, Japonya ve Güney Kore; GİA sonucuna göre Japonya, Güney Kore ve İzlanda; VIKOR analizi sonucundaki parametrelere göre Almanya, Avusturya ve Japonya en iyi uzlaşık çözüm; COPRAS analiz sonucuna göre ise Yeni Zelanda, Güney Kore ve İzlanda'nın en iyi performans gösteren ülkeler olduğu tespit edilmiştir. COVID-19 güvenlik değerlendirmesi TOPSIS analizi sonucuna göre Almanya, İsviçre ve Güney Kore; GİA sonucuna göre Almanya, Yeni Zelanda ve Japonya; VIKOR analizi sonucundaki parametrelere göre ise Güney Kore, İsviçre ve Almanya'nın en iyi performansa sahip en güvenli ülkeler olduğu tespit edilmiştir. COVID-19 salgınında en iyi sağlık sistemi performansı gösteren ve en güvenli konumdaki ülkelerin diğer ülkelere rehber olmaları, ülkelerin uyguladığı sağlık stratejileri göz önünde bulundurularak sağlık sistemlerini olası salgın tehditlerine karşı güçlendirmeleri, sağlık kaynaklarının nitelik ve nicelik anlamda iyileştirilmesi önerilmektedir. While the global scale of the epidemic made this struggle difficult, each country tried to manage this process by creating its own strategic plan. While countries are struggling with the ongoing global health crisis, COVID-19, the classification of their safety status and health systems performance is important against other future epidemic threats. From this point of view, the aim of the research is to analyze the health system performance and safety evaluation of OECD countries in the COVID-19 epidemic with multi-criteria decision-making methods. The research population consists of 38 countries in the OECD countries group. In the study, the number of COVID-19 cases, the number of deaths, the case-death rate, the case-recovery rate, the rate of fully vaccinated people, the ratio of health expenditures to the Gross Domestic Product, the number of physicians, the number of nurses, the number of hospital beds, and the intensive care unit were evaluated in the evaluation of the health system performance. number of beds; In the evaluation of safe countries, quarantine effectiveness, government risk management effectiveness, COVID-19 monitoring and detection, healthcare preparedness, COVID-19 regional vulnerability and emergency preparedness were used as evaluation criteria. In the study, the best performing countries were ranked and compared by applying the COVID-19 epidemic health systems performances TOPSIS, COPRAS, VIKOR and GIA methods and the COVID-19 safety assessment TOPSIS, GIA and VIKOR methods. According to the results of the COVID-19 health system performance evaluation TOPSIS analysis, Germany, Japan and South Korea; According to the GIA results, Japan, South Korea and Iceland; According to the parameters of the VIKOR analysis, Germany, Austria and Japan are the best compromise solution; According to the COPRAS analysis results, it was determined that New Zealand, South Korea and Iceland were the best performing countries. According to the results of the COVID-19 safety assessment TOPSIS analysis, Germany, Switzerland and South Korea; According to the GIA results, Germany, New Zealand and Japan; According to the parameters of the VIKOR analysis, South Korea, Switzerland and Germany were found to be the safest countries with the best performance. It can be suggested that the countries with the best health system performance and the safest position in the COVID-19 epidemic should guide other countries, strengthen their health systems against possible epidemic threats, and improve health resources in terms of quality and quantity, taking into account the health strategies implemented by the countries.
