Türkiye'de neoliberal kentsel gelişim ve büyüme dinamikleri kentlerin tarihi merkezi alanlarını da etkilemiştir. Kentsel dönüşüm ise özellikle 1980 sonrası neoliberal politikalar ekseninde kooperatifleşmeyle beraber apartman konut biçimiyle kentlerde görünür kılınmış, gecekondu önleme ile başlayan süreç, 1990 sonrası piyasa odaklı depreme dayanıklı konut üretme politikaları ile konut üretimi yapılmıştır. TOKİ'nin kurulması ile birlikte de farklı konut tipleri kentsel dönüşüm uygulama alanına girmiştir. Özellikle 2000 sonrası özellikle göçe ve kentleşme dinamiklerine bağlı kentsel büyüme hareketliliği tarihi kent kimliğinde olan kentleri yeni liberal büyüme sürecine sokarak yönetişimci bir perspektifte kentsel dönüşüm projelerinin artmasına neden olmuştur. 2012 yılında yürürlüğe giren 6306 sayılı Afet Altında Kalan Yerlerin Dönüştürülmesi adlı kanun ile yerel yönetimlere önemli yetkiler vererek, eski konut stoklarının yenilenmesi adı altında sermayenin önünü açan kentsel dönüşüm projelerinin yürürlüğe girmesine zemin hazırlamıştır. Kentsel dönüşüm projeleri son yıllarda piyasa koşullarının belirlediği ölçütlerle tarihi kent merkezlerinde, tescilli yapıların olduğu, tarihi kent kimliğine uygun kentlerde, mahalle yaşamının yoğun yaşandığı mekânsal alanlarda öncelikli dönüşüm sürecinin gerçekleştiği görülmüştür. Harvey'in de ifade ettiği üretim ve tüketim sürecinin coğrafi rasyonalizasyonunda piyasa koşulları mekânsal olarak tarihi kent merkezlerinde genişleyerek (eskinin yıkımı ve yeni üretim merkezlerinin doğuşu) tarihi dokunun, arazinin ve doğanın korunmasını gözeten kentsel dönüşüm uygulamaları gerçekleşmektedir. Bursa da 600 yıllık tarihi kent yapılanmasında Osmanlı Devletinin ilk başkentliğini yapmış ve 14. Yüzyıldan kalma eserler tarihi miras olarak kent merkezinde konumlanmıştır. 2014 yılında Dünya Mirası listesine giren Bursa kentinin tarihsel dokuda gerçekleşen Doğanbey Kentsel Dönüşüm konutlarının kentsel koruma ve sürdürülebilirlik ilişkisi bu tez araştırılmasında tartışılmaktadır. Bu eksende alan araştırması Bursa'nın ilk kentsel dönüşüm projelerinden biri olan Doğanbey Kentsel Dönüşüm Projesi kapsamında Doğanbey Mahallesi TOKİ konutlarında gerçekleştirilmiştir. Araştırmanın yönetsel ve yönetişimci bir boyutu olan 10 kamusal aktörle usul, esas, yönetmelik ve kararların nasıl gerçekleştiğine ilişkin kentsel dönüşümün paydaşları ile derinlemesine görüşmeler gerçekleştirilmiştir. 2020-2021 yıllarının yaz aylarını kapsayan 6 aylık süreçte 5 kadın, 5 erkek 10 kamusal paydaş ile kentsel dönüşüm konutlarında yaşayan genç, orta yaşlı ve yaşlı 15 kadın, 15 erkek ile derinlemesine görüşmeler gerçekleştirilmiştir. Araştırma bulgularının analizi ise nitel içerik analiz tekniği ile gerçekleşmiştir. Saha bulguları, fiziksel, kültürel değişimler, göç, güvenlik ve kentsel dönüşümün refah arayışında katılımcıların konforlu yaşam beklentisi gibi değişkenler sorgulanmıştır. Kentsel dönüşüme katılımcıların yükledikleri anlam eski konut ve yeni konut kıyasında bekledikleri ve umduklarının ne olduğu, yatay mimariden dikey mimariye geçişle değişen yaşam stratejileri mahallelik ve komşuluk ekseninde Bursa'nın tarihi kent merkezinde bulunan Doğanbey Mahallesinde bir kentsel dönüşüm projesi saha araştırması kapsamında değerlendirilmiştir. The dynamics of neoliberal urban development and growth in Turkey has affected historical centers of the cities. Especially after 1980 in accordance with neoliberal politics, urban transformation has shown itself as an apartment building along with becoming a cooperative, the process starting with preventing slums, dwelling production has been continued according to market oriented eartquake resistant dwelling policy after 1990. After foundation of TOKİ different dwelling types has entered urban transformation. Especially after 2000 because of immigration and dynamic of urbanization the mobility of urban growth put the cities identified as historical city into the liberal growth caused urban transformation with a governence perspective. The law numbered 6306 and named Transformation of the Places Hit by a Natural Disaster which has become valid in 2012 has given authority to local governmets and provided a basis for urban transformation projects which unsluice fund under the name of renewing the old housing stock to go in effect. Recently it has been seen that urban transformation projects has been started according to market conditions primarily in historical city centers in which there are patented buildings, the places which can be called as historical city, and in some districts in which there are close relationships between neighbours. As Harvey also stated, market conditions expand during geographical rationalization of production and consumption process (destruction of the old one and creating new production areas) urban transformation watching preservation of historic fabric, land and nature take place. As Bursa was the first capital city of Ottoman Empire, many pieces from 14th Century as a historical heritage take place in the city center and they all compose of the 600 years historical structures of the city. Urban preservation and sustainability of Doğanbey Urban Transformation Buildings which were built among historical patterns of Bursa which took place in World Heritage List in 2014 has been discussed within this research. In this aspect, field study took place in Doğanbey Neighbourhood TOKİ dwellings which were built within Doğanbey Urban Transformation Project which is one of the urban transformation projects in Bursa. There have been many in-depth interviews with 10 public officials having supervisory and governance duties and shareholders of urban transformation about how its methods, principals, regulations and decisions were constructed. There have been many in-depth interviews with 5 women, 5 men, 10 public shareholders, 15 women and 15 men who are young, middle aged and old, living in urban transformation buildings during the 6-months of period involving summer months of the years 2020-2021. The analysis of the research findings was carried out with the qualitative content analysis technique. Variables such as domain findings, physical, cultural alterations, immigration, safety and the comfortable life expectations of the participants from the urban transformation were questioned. The meaning that the participants attributed to the urban transformation, their expectations from the new buildings comparing with the old one, their changing life strategies after the transition from horizontal architecture to vertical architecture, the urban transformation project in Doğanbey District which is located in the historical city center of Bursa has been evaluated from the point of neighbourhood and district within the scope of field research.
