Bu çalışma sosyal bilimler literatüründe inceleme konusu yapılan "kalkınma" meselesini sosyolojik perspektiften ele almaktadır. Sosyoloji, esasında, gelişme ve güvenliğin inşası olgularının kesiştiği ortak noktalardan biridir. Bu nedenle öncelikli olarak sosyoloji bir mesele olarak sosyal kalkınma hadisesinin sosyolojik açıdan değerlendirilmesi elzemdir. Kriz toplumunda güvenlik oluşturmak girişimi, kalkınma fırsatları yaratmak, adalet ve istikrarın hüküm sürdüğü ve kalkınma için gerekli malzemelere sahip bir toplum inşa etmek için bir mekanizma bulma girişimidir. Toplumsal eşitlik ve insan hakları ilkelerini devletin kamu politikasına entegre etmek için gerekli kurumsal çerçeveleri ve hükümleri tanımlamaya dayalı sosyal programlar ve hizmetler, nihai hedef, yoksulluğu ve sosyal dışlanmayı hafifletmek ve sosyal gerginlik yataklarını azaltmak, tüm grupların tüm vatandaşlarının genel refahını artırmak anlamına da gelen bu girişim genel ulusal kalkınma politika yapıcılarının alanına girer. Irak'ta kalkınma ve güvenlik planları büyük zorluklarla karşı karşıyadır. Öncelikle Irak toplumunun tüm üyelerine her türlü hizmetlerin sağlanmasında etkili kalkınma programları gerçekleştirilememektedir. Bir diğer zorluk devletin siyasi idaresindeki değişkenlik, bilimsel ve gerçekçi bir planlamanın yokluğu, sosyal politikanın örgütsel ve kavramsal çerçevelerinin kırılganlığı ve ideal modeli seçme zorluğudur. Irak toplumunda insani güvenliği sağlamak ve bir gelişme eğilimi planlamak için sosyal, politik ve ekonomik gerçeklerin önceden ve derinlemesine incelenmesi gerekir. Topluma ve toplumsal sınıflarına bakmanın yanı sıra çevredeki karmaşıklıklar ışığında gerekli noktaları belirlenmesi gerekir. Çünkü bu, Irak toplumunu oluşturan sınıfların ve sosyal grupların çıkarlarının ortak paydalarını yansıtan bir vizyona göre, kalkınma ve insani güvenliği sağlamanın ve başarının temel direği olacaktır. This study deals with the "development" issue, which has been examined in the social sciences literature, from a sociological perspective. Sociology is, in fact, one of the common points where development and security building intersect. Therefore, it is essential to evaluate the social development phenomenon from a sociological perspective as a sociology issue. The attempt to create security in a crisis society is an attempt to find a mechanism to create development opportunities, to build a society where justice and stability prevails and that has the necessary materials for development. Social programs and services based on defining the institutional frameworks and provisions necessary to integrate the principles of social equality and human rights into the state's public policy, the ultimate goal is to alleviate poverty and social exclusion, and to reduce the beds of social tension, this initiative, which also means to increase the general well-being of all citizens of all groups. falls within the domain of general national development policy makers. Development and security plans in Iraq face major challenges. First of all, effective development programs cannot be implemented in providing all kinds of services to all members of Iraqi society. Another challenge is the variability in the political administration of the state, the absence of scientific and realistic planning, the fragility of the organizational and conceptual frameworks of social policy, and the difficulty of choosing the ideal model. Social, political and economic realities need to be analyzed in advance and in depth in order to ensure human security and to plan a development trend in Iraqi society. In addition to looking at the society and its social classes, the necessary points should be determined in the light of the complexities in the environment. Because, according to a vision that reflects the common grounds of the interests of the classes and social groups that make up Iraqi society, it will be the pillar of achievement and achievement of development and human security.
