Vergi sisteminin geliştirilmesi, mükelleflerle vergi idareleri ve organları arasındaki ilişkilerin düzenlenmesi, karşılaşılan sorunların çözülmesi ülkelerin karşılarına koydukları en önemli görevlerden biridir. Modern çağda yaşanan teknolojik ve ekonomik gelişmeler devletleri vergi sistemlerinde değişiklikler yapmaya mecbur eden sebepler içindedir. Azerbaycan Cumhuriyetinde de vergi sisteminin geliştirilmesi devletin önemli hedeflerinden biridir. Ülke 1991 yılından sonra bağımsızlığını kazandıktan sonra vergi sektörünün geliştirilmesi için büyük projeler gerçekleştirmiştir. Ülke ekonomisine negatif yansımaları azaltmak ve önlemek için vergi sistemi geliştirilmiş ve negatif yansımalar minimuma indirilmiştir. Çalışma kapsamında, Azerbaycan'daki mevcut vergi sistemindeki vergilerle ortaya çıkan sistemsel sorunların ön plana çıkartılarak değerlendirilmesi yapılmıştır. Çalışmanın içeriğinde ele alınan konular, vergi ile ilgili kavramlar ve Azerbaycan vergi sisteminin kavramsal çerçevesinin çizilmesi, vergi sisteminde uygulanan vergilerin mevzuata göre değerlendirilmesi ve tezin son bölümünde yer alan yıllara göre toplam vergi gelirlerinin bütçedeki payları değerlendirilmiştir. Tax is one of the important income resources of all countries. Developing the tax system, regulating the relations between taxpayers and tax administrations and organs, and solving the problems encountered are one of the most important tasks that countries face. Technological and economic developments in the modern era are among the reasons that compel states to make changes in their tax systems. The development of the tax system in the Republic of Azerbaijan is one of the important goals of the state. After the country gained its independence in 1991, it carried out major projects for the development of the tax sector. In order to reduce and prevent negative reflections on the country's economy, the tax system has been developed and negative reflections have been minimized. Within the scope of the study, the systematic problems that arise with the taxes in the current tax system in Azerbaijan were evaluated by highlighting. The topics covered in the content of the study, the concepts related to tax and the conceptual framework of the Azerbaijanian tax system, the evaluation of the taxes applied in the tax system according to the legislation and the share of the total tax revenues in the budget according to the years in the last part of the thesis were evaluated.
