Günümüzde dünyada her alanda yaşanan gelişmeler, kamu yönetimi ve kamu hizmeti anlayışını da değiştirmiştir. Kamu hizmetleri sunumunda klasik kamu yönetimi anlayışı günümüzde terkedilmeye başlanmış, yerine yeni kamu yönetimi anlayışı yerleşmeye başlamıştır. Türkiye'de bu durum 2006 yılından sonra yürürlüğe giren 5018 sayılı Kamu Mali Yönetimi ve Kontrol Kanunu ile kamu mali yönetimi alanında kendini hissettirmeye başlamıştır. Bu Kanun ile ortaya çıkan strateji geliştirme birimleri, devlet üniversitelerinde Strateji Geliştirme Daire Başkanlığı olarak üniversitelerin teşkilat şemasında yerini almıştır. Bu olgubilim çalışmasının temel amacı devlet üniversitelerinin strateji geliştirme birimi olan strateji geliştirme daire başkanlıklarının sorunlarını ve bu sorunların çalışma sistemine olan yansımalarını belirleyerek çözüme yönelik atılması gereken adımların ortaya çıkmasına yardımcı olmaktır. Araştırma sürecinde çalışmaya gönüllü olarak katılan üniversitelerin strateji geliştirme daire başkanlıklarının yöneticileriyle birlikte, alt birimlerinde farklı unvanlarda çalışan, eğitim düzeyleri ve hizmet yılları birbirinden farklı yirmi personel ile derinlemesine görüşme yapılmıştır. Bu çalışmanın yapıldığı sırada var olan COVID-19 pandemisi nedeni ile görüşmeler zoom programı üzerinden görüşmecilerin rızası doğrultusunda kayıt altına alınarak yapılmıştır. Toplamda 1.013 dakikalık video verisi elde edilmiş olup, bu verilerin analizinde nitel veri analizi yöntemlerinden tematik analiz MAXQUDA paket programı kullanılmıştır. Araştırma sonucunda devlet üniversitelerinin strateji geliştirme birimlerinin sorunları iş yükünün fazlalığı, oryantasyon ve entegrasyon eksikliği, özlük hakları memnuniyetsizliği, merkezî yönetimin kısıtlamaları şeklinde beş temel sorunun olduğu, bu sorunların çalışma düzenine sirayet eden etkilerinin bulunduğu ve bu sorunların yarattığı etkilerin üst merciler tarafından yapılacak birtakım düzenlemelerle çözüme kavuşturulabileceği ortaya konulmuştur. Today, developments in every field in the world have also changed the understanding of public administration and public service. In the provision of public services, the classical public administration approach has begun to be abandoned today, and the new public administration approach has begun to settle in its place. In our country, this situation started to make itself felt in the field of public financial management with the Public Financial Management and Control Law No. 5018, which came into force after 2006. The Strategy Development Units, which emerged with this Law, took their place in the organization chart of the universities as the Strategy Development Department in state universities. The main purpose of this phenomenology study is to identify the problems of the strategy development departments, which are the strategy development units of state universities, and to identify the reflections of these problems on the working system, and to help reveal the steps to be taken towards the solution. During the research process, in-depth interviews were conducted with the managers of the strategy development departments of the universities that participated in the study voluntarily, and 20 personnel working in different titles in their sub-units, with different education levels and years of service. Due to the covid-19 pandemic that existed at the time of this study, the interviews were recorded through the Zoom program in line with the consent of the interviewees. A total of 1.013 minutes of video data was obtained, and thematic analysis MAXQDA package program, one of the qualitative data analysis methods, was used in the analysis of these data. As a result of the research, the main problems of the strategy development units of state universities are excessive workload, lack of orientation and integration, dissatisfaction with personal rights, restrictions of the central government. These problems have effects on the working order and the effects of these problems can be solved by some regulations to be made by the higher authorities which seem to be possible.
