Biat, başta Allah (c.c.) ve Rasulü (s.a.) olmak üzere, yöneticiye bağlanmak ve ona itaat etmek gibi anlamlara gelmektedir. Bu kavram sosyal yaşamda halk arasında da kullanılmaktadır. Çalışmada bu kavramın İslâm siyasi yapısındaki yeri ve konumu, tarihte ne gibi değişikliklere uğradığının tespiti temel kaynaklar esas alınarak incelenmiştir. Hz. Peygamber'in hayatında meydana gelen olaylarda, inen ayetlerde ve sahabilerin naklettiği hadislerde geniş yer bulan biat konusunda, samimiyet de ön plana çıkmaktadır. Rivayetlerde Müslümanların nasihat etmeleri ve her hususta samimi olmaları gerektiği vurgulanmıştır. Bu nasihatte olumsuzluklar olmadığı gibi birlik ve beraberliğe temas edilmektedir. Rasulullah'a (s.a.) biatın Allah (c.c.) için olduğu ve Yüce Allah'ın biat edenlerden razı olduğu ayetlerde ifade edilmiştir. Ayrıca biat edenlerden mü'min olarak vefat edenlerin cehenneme girmeyecekleri vurgulanmıştır. "Hz. Peygamber'den sonra İslam devletinin başına kimin geçeceği konusunda ihtilaf edilmiştir. Nitekim biat, imâmet ve hilâfet konularında kendine yer bulmuştur. Halk; itaat etmek, onun hükümlerine uymak, her çeşit kararları desteklemek manasında devlet reisine bîat etmiştir. Hz. Ebu Bekir ile başlayan hilâfet, Hz Ali'ye kadar sürmüş, sonraki devirlerde bilhassa Emeviler'in hükümdarlığında saltanatâ dönmüştür. İlkin gönüllü alınan bîatin daha sonra icbaren alındığı görülmüştür. Yöneticiye ve hükümet başkanına itaat etme manasına gelen bîat, sonradan halîfenin sözünden çıkmayıp hükmü altına girmek şeklinde anlaşılmıştır." Bu çalışmada kavram ve tanımlardan başlayarak özellikle âyetlerde ve Kütüb-i Sitte'de bulunan hadislerdeki biat kavramının tespiti ve değerlendirilmesi yapılmıştır. Allegiance means being attached to and obeying the ruler especially Allah and His Messenger (pbuh). This concept is also used among the people in social life. In this study, the place and position of this concept in the Islamic political structure and determining what kind of changes it has undergone in history has been examined on the basis of basic sources. Sincerity comes to the fore on allegiance that found a wide place in the verses of Quran and hadiths that narrated by the companions of the prophet Muhammad (pbuh) and in the cases of his life. To be sermonizer and sincere is emphasized for the Muslims in hadith narrations in all respects. In this sermonizings unity and togetherness is mentioned as there are no downsides. İt is expressed that allegiance to prophet Muhammad (pbuh) is to allegiance to Allah and also in the Quran verses it is expressed that Allah is pleased with those who pledge allegiance. Additionally it is emphasized that believers will not enter Hell when they die if they allegiance to Allah and his prophet. There has been disagreement about who will be the head of the Islamic state after the life of the prophet Muhammad (pbuh). Indeed, allegiance has found a place for itself in imamate and caliphate issues. The people swore allegiance to the President to obey and abide by him and to support all of decisions. Caliphate with Abu Bakr up to Ali has turned into sultanate in later periods especially in the Umayyads. It was seen that the allegiance, which was taken voluntarily before, was later taken by force. Allegiance, which means obedience to the ruler and the head of state was understood as not to go beyond the word of the caliph and to be under her command in later periods. In this study the determination and evaluation of the concept of allegiance which is in Quran verses and at hadiths around Kutub as Sittah has been made.
