Bu tezin temel amacı, Türkiye'de Ar-Ge teşviklerinin firmaların yenilik performansı ve patent alma olasılıkları üzerine etkisinin incelenip analiz edilmesidir. Ar-Ge teşviklerinin etkilerinin incelenmesinin yanı sıra Devlet neden piyasalara müdahale ettiğini ve Devletin neden Ar-Ge'yi desteklediği sorularına cevap aranmaktadır. Bu amaçla, ülkelerin ekonomik büyüme hedeflerine ulaşmada bilim ve teknolojinin yerinin büyüme teorileri içerisinde zamanla nasıl değiştiği ve bu doğrultuda Avrupa Birliği ülkelerinde mevcut durumda ne gibi çalışmalar yapıldığı araştırmanın inceleme alanları içerisindedir. Türkiye'de Ar-Ge konusunda yapılan çalışmalar kanun ve kurum olarak incelenerek zaman içerisinde yaşanan gelişmeler üzerinde değerlendirmeler yapılmaktadır. Avrupa Birliği ülkelerinde Ar-Ge faaliyetlerinin incelenmesi Türkiye'nin diğer ülkelere kıyasla Ar-Ge konusunda ne konumda olduğu hakkında bilgi vermektedir. Tezin ampirik bölümünde yüz yüze toplanan Dünya Bankasının 2015 Türkiye Girişim Anketinin (Enterprise Survey) firma düzeyi verileri kullanılmaktadır. Türk firmalarının özel sektörde neler yaşadıklarını anlamak amacıyla toplanan bu anket Türkiye'de tüm coğrafi bölgelerde gerçekleştirilmekte ve küçük, orta ve büyük firmaları kapsamaktadır. Toplamda 6006 firma tarafından cevaplanan anket verileri ile gerçekleştirilen Logit analiz sonuçlarına göre, Türkiye'de Ar-Ge teşviklerinin firma yenilik performansına etkileri ölçülmektedir. Bağımlı değişken olarak firmaların ürün, süreç, pazarlama, tedarik ve organizasyonel yeniliklerinden elde edilen yenilik yapma ikili değişkeni ve patent alma ikili değişkeni kullanılmıştır. Analizde bağımsız değişkenler firma özellikleri, yönetici özellikleri, Ar-Ge çalışmaları ve teşvik alma ile ilgili özelliklerini yansıtan değişkenlerdir. Ayrıca bu çalışma kapsamında sektör ve bölge kuklaları eklenerek modelin güçlülüğünü göstermek hedeflenmiştir. Elde edilen ampirik bulgular doğrultusunda; test edilen tüm değişkenler arasında yenilik üzerinde etkisi en büyük olan değişken üniversite iş birliğidir. Bu sonuçlar yenilikleri arttırmayı hedefleyen firmaların öncelikle üniversite veya araştırma merkezleri ile ortak çalışmalar yapmalarının faydalı olacağını göstermektedir. Ayrıca yönetici mezuniyetinin etkisi yönetici deneyiminin etkisinden daha büyüktür. Bu sonuçlar yenilik yapmak isteyen bir firmanın yönetici eğitimine yani beşerî sermaye etkisine önem vermeleri gerektiğini ortaya çıkarmaktadır. Firmanın hibe alıp almadığının ve hibe miktarının etkisi test edilmiştir. Sonuçlar literatürle ve temel hipotezimizi destekler niteliktedir. Kamu hibesi alan firmaların yenilik olasılıklarının arttığı ve bu artışın istatistiksel olarak anlamlı olduğu sonucuna ulaşılmıştır. Teşvik alınan kurumlarının değerlendirilmesi amacıyla tek tek kurumlar modele eklenerek analiz gerçekleştirilmiştir. Teşvik veren kurumlardan bazılarının firmaların yenilik performansına etkileri negatif olarak bulunmuştur. Sonuçlar, kurumların teşvik politikalarının ve teşvik verdikleri firmaları seçim kriterlerinin gözden geçirilmesi gerektiğini ortaya koymaktadır. Bu kurumların teşvik verdikleri firmaları seçme politikalarının gözden geçirilmesi gerekmektedir. Sadece doğrudan teşvik değil aynı zamanda ihracatın teşvik edilmesi yenilik için önemlidir. The main aim of this thesis is to examine and to analyze the effect of R&D incentives on the innovation performance and patenting possibilities of firms in Turkey. Besides examining the effects of R&D incentives, it is sought to answer the questions of why the government intervenes in the markets and why the government supports the R&D. For this purpose, what the place of science and technology in the growth theories of the countries that achieve their economic growth targets has changed over time and what kind of studies have been done in the European Union countries in this direction are within the scope of this research. Studies on R&D in Turkey are examined as laws and institutions, and evaluations are made on the developments experienced over time. Examination of R&D activities in European Union countries gives information about the Turkey's position in R&D compared to other countries. In the empirical part of the thesis, firm level data of the World Bank's 2015 Turkey Enterprise Survey collected by face to face is used. This survey, which was collected in order to understand what Turkish companies are going through in the private sector, is carried out in all geographical regions in Turkey and covers small, medium and large companies. According to the Logit analysis results conducted with the survey data answered by 6006 firms in total, the effects of R&D incentives on firm innovation performance in Turkey are measured. Binary variable of innovation - calculated from the companies' product, process, marketing, supply and organizational innovations - and binary variable of patenting were used as the dependent variables. The independent variables in the analysis are the variables that reflect the characteristics of the firm, managerial characteristics, R&D studies and receiving incentives. In addition, within the scope of this study, it was aimed to show the strength of the model by adding sectoral and regional dummies. In line with the empirical findings obtained; among all tested variables, the variable with the greatest effect on innovation is university collaboration. These results show that it would be beneficial for companies aiming to increase innovations to cooperate with universities or research centers first. In addition, the effect of graduation of the administrator is greater than the effect of experience of the administrator. These results reveal that a company that wants to innovate should give importance to the education of the administrator, ie. to the human capital. The effect of whether the firm received a grant and the amount of the grant was tested. The results are in line with the literature and support our main hypothesis. It was concluded that the possibility of innovation of the companies received public grants is increased and this increase was statistically significant. In order to evaluate the institutions that received incentives, the analysis was carried out by adding individual institutions to the model. Some of the institutions that gave public grants have negative effects on innovation performance of the firms. The results reveal that the incentive policies of the institutions and the selection criteria of the companies they provide incentives should be reviewed. The policies of these institutions in selecting the companies they give incentives should be reviewed. Not only direct incentives, but also export promotion is important for innovation.
