Kadın istihdamını etkileyen faktörler arasında ataerkil toplum düzeni, toplumsal cinsiyet temelli iş bölümü, eğitim ve kariyer imkanlarının kısıtlı olması gibi unsurlar bulunmaktadır. Kadınların işgücüne katılımı son yıllarda OECD ülkelerinde artmış olsa da bu oran hala erkeklerin gerisinde olup, kadınlar dezavantajlı konumdadır. Kadınların istihdamıyla ilgili birçok politika ve program uygulanmasına rağmen bu önlemlerin etkinliği hala tartışılmaktadır. Bu çalışmada, OECD ülkeleri kadın istihdamı bağlamında Çok Kriterli Karar Verme (ÇKKV) yöntemleri kullanılarak değerlendirilmiştir. Tezin amacı, yapılan değerlendirme sonrasında OECD ülkeleri arasında Türkiye'nin mevcut konumunun belirlenmesi ve bu bağlamda Türkiye'nin kadın istihdamı açısından gelişmiş ülkeler seviyesine çıkarılması, işgücüne kadın katılımının artırılması ve kadının istihdamda geri kalması sebebiyle oluşabilecek toplumsal cinsiyet eşitsizliği farkını azaltmak için öneriler sunmaktır. OECD ve DB verileri dikkate alınarak oluşturulan karar matrisi MEREC yöntemi ile ağırlıklandırılmış ve sırasıyla EDAS, MAIRCA, MARCOS, MABAC ve WASPAS yöntemleri ile OECD ülkeleri değerlendirilmiş ve daha sonra BORDA SAYIM yöntemi ile yöntemlerin sonuçları birleştirilerek nihai bir sıralama yapılmıştır. Yapılan değerlendirme sonucunda ilk sırada Birleşik Krallık, 2. sırada Almanya, 3.sırada ABD, 4. sırada Norveç ve 5. sırada Hollanda yer alırken, Türkiye 38 OECD üye ülke arasında son sırayı Yunanistan ile paylaşmaktadır.
Factors affecting women's employment include patriarchal social order, gender-based division of labor, and limited education and career opportunities. Although women's labor force participation has increased in OECD countries in recent years, this rate is still behind men and women are in a disadvantaged position. Although many policies and programs regarding women's employment have been implemented, the effectiveness of these measures is still debated. In this study, OECD countries have been evaluated in the context of women's employment using Multi-Criteria Decision Making (MCDM) methods. The aim of the thesis is to determine the current position of Turkey among OECD countries and in this context, to raise Turkey to the level of developed countries in terms of female employment, to increase female participation in the workforce and to offer suggestions to reduce the gender inequality gap that may occur due to the backwardness of women in employment. The decision matrix created by considering OECD and WB data was weighted with the MEREC method, and OECD countries were evaluated with the EDAS, MAIRCA, MARCOS, MABAC and WASPAS methods, respectively, and then a final ranking was made by combining the results of the methods with the BOARD COUNT method. As a result of the evaluation, the United Kingdom is the first, Germany is the second, the USA is the third, Norway is the fourth and the Netherlands is the fifth, while Turkey shares the last place with Greece among 38 OECD member countries.
