Çalışmanın amacı Denizli ilinde tütün yetiştiriciliği yapan işletmelerin ekonomik yapılarını ortaya koymak, işletmelerin yıllık faaliyet sonucunu incelemek ve TEKEL'in özelleştirilmesinin tütün üreticileri üzerine etkilerini saptamaktır. Veriler Denizli ilinde, Tabakalı Örnekleme Yöntemine göre hesap edilen 79 tütün üreticisinden, anket yöntemi ile elde edilmiştir. Araştırma Denizli ilinde, üretimin en fazla ve en az olduğu ilçelerinde yapılmıştır. Bu yerler; Tavas (Karahisar, Kozlar, Nikfer, Yorga), Acıpayam (Alaattin, Dedebağı, Kuyucak, Yeşildere, Hisar), Kale (Merkez, Gülbağlık, Gölbaşı, Narlı) ve Güney (Merkez, Haylamaz)'dir. 2002 yılında tütün alımı TEKEL'den alınıp özel sektöre bırakılmıştır. Araştırma sonucuna göre işletmeler TEKEL'in özelleşmesinden memnun değillerdir. Bölgede TEKEL'in özelleşmesinden sonra tütün üretimi azalmıştır. Bu durum, köyden kente göçü arttırmıştır. Üreticiler sözleşmeli tarımdan da memnun değillerdir. Bu şekilde tek bir firmaya bağlı kalmışlar, bunun sonucu olarak tütün satış fiyatları düşmüştür. İşletmeler ortalamasında tütünden elde edilen Gayri Safi Üretim Değerinin (GSÜD) 29345.34 TL olduğu hesaplanmıştır. Tütünden elde edilen GSÜD'nin en fazla olduğu III. işletme grubudur (%58.98 pay). İşletmeler ortalamasında aktif sermaye 273631.96 TL'dir ve en fazla aktife sahip olan işletme grubu da III. grup işletmedir. İşletmeler ortalamasında tütünden elde edilen brüt kâr 22141.76 TL, dekardan elde edilen brüt kâr ise 1014.03 TL olarak tespit edilmiştir. İşletmeler ortalamasında tütün üretiminde nispi kârın 1.22 olduğu hesaplanmıştır. Mutlak kâr ise işletmeler ortalamasında 5258.25 TL olarak tespit edilmiştir. 1 kg tütünün maliyeti 11.43 TL, satış fiyatı ise 13.92 TL olarak hesaplanmıştır. Tütün fiyatının düşük olması ve maliyetlerin yüksek olması üreticilerin ya üretimi azaltmasına ya da bırakmasına neden olmaktadır. Üretimin devam etmesi ve üretimin artması için devletin üreticilere destek vermesi gerekmektedir (girdi desteği, mazot desteği vb.). Tütün yetiştiriciliğinde örgütlenme de yetersizdir. Üreticilere destek olabilmek için köylerde tütün kooperatifleri kurulabilir. Kooperatifler sayesinde, üreticiler girdilerini daha uygun fiyatta alabilir, vadeli ödeyebilirler. The aim of the study is to reveal the economic structures of the enterprises that make tobacco growing in the Denizli province, to examine the annual activity of the enterprises and to determine the effects of the privatization of TEKEL on tobacco producers. The data were obtained from 79 tobacco producers in the province of Denizli by questionnaire, calculated according to the Stratified Sampling Method. The survey was carried out in the provinces of Denizli, the provinces with the highest number of production. These places that were interviewed were Tavas (Karahisar, Kozlar, Nikfer, Yorga), Acıpayam (Alaattin, Dedebağı, Kuyucak, Yeşildere, Hisar), Kale (Merkez, Gülbağlık, Gölbaşı, Narlı) and Güney (Merkez, Haylamaz). In 2002, tobacco was taken from TEKEL and private sector was left. According to the results of the research, the enterprises were not satisfied with the privatization of TEKEL. After the privatization of TEKEL in the region, tobacco production decreased. This situation increased the migration from the village to the city. Producers were also not satisfied with contractual agriculture. In this way, they were attached to a single company, which is accompanied by a low price of tobacco. It was estimated that the average GPV (Gross production value) of tobacco was 29345.34 TL in the average of the farms. The group of farms with the greatest number of GPV obtained from the III. group (58.98% share). The active capital in the average of the farms was calculated to be 273631.96 TL and the highest assest was III. group. In the average of the farms, the gross profit from the tobacco was determined as TL 22141.76 and the gross profit per decares was determined as TL 1014.03. It was estimated that the relative profit in tobacco production in the average of the farms was amounted to be 1.22. Absolute profit was determined as TL 5258.25. The cost of 1 kg of tobacco and one kg sale price was calculated as TL 11.43 and TL13.92 respectively. Low tobacco prices, high costs, cause producers to either reduce or abandon production. In order to continue production and increase production, the state must support the producers (input support, fuel oil support, etc.). Organisation in tobacco growing is also insufficient. Tobacco cooperatives can be established in the villages to support the producers. With cooperatives, producers can buy their inputs at a more affordable price and pay them in term.
