Gelecek bilimcilerin yapmış olduğu çalışmalara göre; artan üretim talebi, gelişen teknoloji ve ekonomik kalkınma sebebiyle küresel su talebinin 2050 yılına kadar %55 oranında artacağı bilimsel çalışmalar neticesinde ön görülmektedir. Bu sebeple, Dünyada suyun miktar ve kalitesinin korunması üzerine birçok yeni anlaşmalar yapılmakta ve kararlar alınmaktadır. Ülkemizde bu bağlamda entegre bir çözüm modeli olan "AB Su Kalitesi Sektörü" altında yer alan Su Çerçeve Direktifi'ni uygulamaya başlamıştır. Direktif, 22 Kasım 2000 tarihinde uygulamaya girmiştir ve söz konusu direktifle gerçekleştirilmek istenen hedef; su ekosisteminin kalitesinin korunması, iyileştirilmesi ve iyi su durumuna 2027 yılına kadar ulaşmasını sağlamaktır. Burada bahsedilen iyi durumdan kasıt, suyun kimyasal kalitesinin ve ekolojik kriterlerinin entegre havza yönetimi baz alınarak iyileştirilmesidir. Amaçların gerçekleştirilebilmesi için; Su Çerçeve Direktifinin her bir nehir havzası için Nehir Havzası Yönetim Planlarının hazırlanması koşulunu getirmektedir. Türkiye'de 25 Nehir Havzası bulunmaktadır. Çevresel hedeflerin belirlenmesi ve önlemler programının oluşturulması aşamaları nehir havza yönetim planlarının en önemli adımlarını oluşturmaktadır. Bu çalışmada; Ülkemizde acil öncelikli havzalar arasında yer alan Büyük Menderes Havza'sı ele alınmıştır. Havzada önlemler programının oluşturulabilmesi için öncelikle su kaynakları tanımlanmış, öncelikli kirleticiler bu çalışma kapsamında yapılan araştırma, gözlem ve daha önce yapılan çalışmalar incelenerek, önleme ilkeleri belirlenmiştir. Sonuç olarak; su kaynakları açısından yaşanan sorunlar sadece su kaynaklarının planlanmasının değil su yönetiminin de önemli olduğunu göstermiştir. Havzası için önlemler programı oluşturulurken AB SÇD'de de kabul görmüş olan pragmatik yaklaşım kullanılmıştır. Oluşturulan uzun önlemler listesi bu çerçevede farklı adımlar uygulanarak nihai önlemler listesi elde edilmiştir. Pragmatik yaklaşım ile elde edilen nihai listeden yararlanılarak havzada kısa, orta ve uzun vadede alınması gereken önlemler programı oluşturulmuştur. According to studies by future scientists; increased demand for production, developing technology and economic development scientific studies support that the global water demand will increase by 55% by 2050. Therefore, there are decisions, many new agreements on conservation of quantity and quality of water in the World. In our country, we started to implement the Water Framework Directive, which is included in the "EU Water Quality Sector", an integrated solution model in this context. The Directive entered into force on 22 November 2000 and the target to be realized according to the directive; protection of water ecosystem quality, improvement and to reach the year 2027 for good water conditions. The intent of the good situation mentioned here, the improvement of the chemical quality of the water and its ecological criteria based on the integrated watershed management. For the purposes to be realized; an integrated perspective on basin needs to be introduced. Basin River Management Plans, regulations that concern all sectors that may affect the basin will be combined in the Water Framework Directive. River Basin Management Plan; a plan where a program of measures according to specified environmental targets is established, in which environmental targets are defined, taking into consideration the pressures and effects. Our country is divided into 25 river basins by considering the typological structure. In this study; the Buyuk Menderes Basin, one of the urgent precursor basins of our country, is considered. In order to establish the nautical measures program, firstly water resources are defined priority pollutants were identified within the scope of the study, observation and questionnaires made within the scope of this study, and prevention principles were determined within the framework of protection use balance. As a result, the problems experienced in terms of water resources have shown that not only water resources planning but also water management is important. The pragmatic approach adopted in the EU WFD was used while the program of measures for the Buyuk Menderes Basin was taken as an example in this study. The list of long measures created is a list of final measures implemented in this frame by different steps. By using the final list obtained from the pragmatic approach, a program of measures to be taken in the short, medium and long watersheds was developed.
