Türkiye'de teknokentler, üniversite-sanayi işbirliğinin somut olarak yapıldığı yerlerdir. Gelişmiş ülkelerde yıllar önce faaliyete başlayan teknokentler, ülkemize ancak 2001'de çıkan Teknoloji Geliştirme Bölgeleri Kanunu ile gelmiştir. Bu çalışmada amaç; Türkiye için yeni olan teknokentleri incelemek, bilim ve teknoloji politikaları, üniversite-sanayi işbirliği ve inovasyon açısından teknokentlerin genel bir değerlendirmesini yapmaktır. Bu çalışmada önce bilim ve teknoloji kavramları, bilim ve teknoloji politikalarının önemi ve Türkiye'deki tarihsel gelişimi anlatılmıştır. Ar-Ge'nin önemine değinilmiştir. Daha sonra üniversite-sanayi işbirliğinin ne olduğu, ortaya çıkış nedenleri, dünyadaki ve Türkiye'deki gelişim süreci üzerinde durulmuştur. İnovasyon ve ulusal inovasyon sistemi anlatılarak ülkeler ve işletmeler için önemine değinilmiştir. Sonrasında ise teknokentler detaylı bir şekilde anlatılmıştır. Teknokentlerdeki son durumun bir fotoğrafının çekilmesi amacıyla Türkiye'deki teknokent yöneticilerine bir anket çalışması uygulanmıştır. Ankette, teknokentlerdeki günce istatistiki verilerin alınması ve teknokentlere ait genel konular ile ilgili yöneticilerin düşüncelerinin öğrenilmesi amaçlanmıştır. Son bölümde anket sonuçları değerlendirilmiş, öneriler sunulmuştur.

Technoparks are the places where collaboration between university and industry take place in Turkey. While technoparks were established in developed countries years ago, it was only possible to establish them in Turkey after passing the Technologh Development Regions Law in 2001. The aim of this study is to investigate the technoparks in Turkey in terms of science and technology policies, university and industry cooperation and innovation to draw a general understanding. In this study, first, the concepts of science and technology as well as the importance of science and technology policies and the development of those concepts in Turkey have been discussed. Then, the importance of R&D has been highlighted. Later on, the concept of university-industry cooperation and its development in the world and in Turkey have been given. The concepts of innovation and innovation systems as well as their importance for organizations have been also discussed. Following those discussions, technoparks have been introduced in details. In this study, in order to take a snap-shot of the current status of the technoparks in Turkey an empirical study has been conducted. It was aimed to collect recent statistical data about the technoparks and to gather opinions of the Technopark executives on different subjects. In the last section of the thesis, the findings of the questionnaire have been analyzed and some recommendations have been given.
