Son yıllarda ülkelerin ekonomik değerlerinin oluşmasında sosyal ağ düzeneklerinin ne kadar etkili olduğunun farkına varılmış ve araştırmalar sosyal sermaye üzerinde yoğunlaşmaya başlamıştır. Sosyal sermaye bağlantılarla ilgilidir ve sosyal ağlarda insanlar arasındaki bu bağlantıları kendilerini en açık şekilde ortaya koyuş biçimleridir. Sosyal sermayenin tanımlanması ve ölçülmesi aşamasındaki en önemli kriter güven duygusudur. Gönüllü sivil kuruluşların varlığı insanların birbirine daha fazla güvenmesini sağlamakta ve işbirliğini kolaylaştırmaktadır.Ortak hedefler doğrultusunda işbirliği yapabilme, ilişkileri bir sermaye gibi değerlendirme ve sosyal gelir haline dönüştürebilmek pozitif sosyal sermayenin oluşumunu sağlamaktadır.Bu çalışmada, Isparta ilinde sivil toplum kuruluşu niteliğinde olan meslek kuruluşlarının üyelerine bir anket uygulanmış, güven ve gönüllülük durumları ölçülerek, Isparta’daki sosyal sermayenin durumu araştırılmıştır. Güven ölçümü, yönetime duyulan bilişsel ve duygusal güven, üyelere duyulan bilişsel ve duygusal güven, insanlara duyulan genel güven olarak beş boyutta incelenmiştir. Elde edilen bulgulardan Isparta’daki meslek kuruluşlarının üyelerinin güven ve gönüllülük düzeylerinin düşük ve kararsızlık seviyesinde olduğu gözlenmiştir. In recent years, it is noticed that how social network mechanisms have been effective in the formation of economic values of countries. It is due to this fact that studies have begun giving more emphasis on social capital. Social capital is closely related to social networks and links. And social networks are most clearly exposed themselves in relations and links among people. The most important criteria in both defining and measuring of social capital are a sense of trust. The existence of voluntary civil organisations provide people with more confidence and trust as well as facilitate their cooperation. Cooperation in the direction of shared aims, evaluation of relations as a capital and transformation of them as social income supply the positive formation of social capital. In this study, the state of social capital in the city of Isparta was assessed by measuring trust and voluntariness among the members of professional associations which are considered as Non-Governmental Organisations (NGOs). It examines this trust in five dimensions: cognitive and emotional trusts laid on the administration of associations, cognitive and emotional trusts for their members, general trust for normal people. The findings of the study show that the levels of trust and voluntariness among the members of professional associations in Isparta are low as well as they are unstable. The study is based on data collected through participant observation, survey questionnaire applied to and interviews conducted with the members of professional associations in the city.
