Konut gereksiniminin eksik karşılanması ya da hiç karşılanamaması anlamına gelen konut sorunu, ülkelerin sosyo-ekonomik yapılarına ve politik sistemlerine göre değişik boyutlar kazanmaktadır. Bu bağlamda, Türkiye’de, konut kıtlığından kaynaklanan bir konut sorunundan çok düşük nitelikli konut üretiminden kaynaklanan bir konut sorunu yaşanmaktadır. Bu nedenle, kentsel dönüşüm projelerinin gecekondu mahallelerine yönelik biçimi olan gecekondu dönüşüm projeleri gecekondu mahallelerindeki konut ve çevre niteliğinin artırılmasında son yıllarda yaygın bir şekilde kullanılmaktadır. Ancak merkezi yönetim ve yerel yönetimlerin i birliğinde geliştirilen gecekondu dönüşüm projelerinin başarısı, aynı zamanda yerel halkın projelere katılım ve desteğinin sağlanmasına bağlı görülmektedir.Bu kapsamda çalışmanın amacı, Ankara ili Gültepe ve Yatıkmusluk mahallelerinde gerçekleştirilen gecekondu dönüşüm projelerinin konut ve çevre niteliği üzerindeki etkilerini, yerel halkın projeler hakkındaki tutum ve düşüncelerini, projelere katılım ve destek davranışlarını bilimsel olarak ortaya koymak; buna uygun değerlendirme ve analizlerde bulunularak öneriler geliştirmektir. Housing problem could be roughly defined as the non-meeting or partially meeting of the public. This problem has different dimensions and levels due to the socio-economic structures and political systems of different countries. In Turkey, this problem is not because of scarcity of the house but the poor quality of construction.Therefore, gecekondu transformation projects, which are the type of urban transformation projects targeting the gecekondu areas, became a common way recently for increasing the quality of housing and environment in the slum house suburbs. Yet the success of the above mentioned projects, run by the cooperation of central and the local governments, seems to depend at the same time on achieving the support and the participation of the locals to the projects.Within this framework, the aim of this study is to put forward the effects of the gecekondu transformation projects in Ankara Gültepe and Yatıkmusluk suburbs on the residence and environmental quality, the idea and the reflexes and also the participation and the support of the locals to these projects and evaluate and analyse these and to develop proposals. The research covers the urban transformation projects carried out by the cooperation of TOK (Housing Development Administration) and the local governments in Ankara. Because of the financial, time and man power constraints the research was restrained within Gültepe and Yakıtmusluk suburbs.For collecting the data; literature research, observation, interview and survey methods were used. For the analysis of the data Statistical Packages for the Social Sciences was used with frequency analysis and cross tab analysis.At the end of the study it was found that the gecekondu transformation projects increased the housing and the environmental quality in the targeted suburbs.On the other hand, this positive development helps also to build up affirmative views and the participation of the locals to the projects and also their support.
