Bu çalışmada sosyal devletin tarihsel çerçevesi ve gelişimi açıklanarak Türkiye'de sosyal devlet uygulamasına neden ve ne zaman ihtiyaç duyulduğuna yer verilerek, Isparta Sosyal Yardımlaşma ve Dayanışma Vakfı tarafından sunulan sürekli yardımların etkinliği ölçülmüştür. Türkiye'de sosyal devlet olma yolunda yoksulluğu ve gelir dağılımdaki adaletsizliği önlemek ve insan onuruna yaraşır hayat standartlarını sağlayabilmek amacıyla uygulanan sosyal politika araçlarından biri olan sosyal güvenlik sisteminin açıklarını kapatıcı sosyal yardım programlarının yasal çerçevesi incelenmiştir. Devletin dezavantajlı gruplara sosyal yardımlaşma ve dayanışma vakıfları eliyle yapmış olduğu sürekli yardımların etkinliğini ölçebilmek amacıyla Isparta İli Sosyal Yardımlaşma ve Dayanışma Vakfı'ndan yardım alan dezavantajlı grupların demografik profili oluşturularak onlara vakfın etkinliklerini nasıl değerlendirdikleri yönünde üçlü likert tipi sorular yöneltilmiştir. Katılımcıların yanıtlarını analiz etmek üzere yöntem olarak Ki-Kare Bağımsızlık Testi uygulanmıştır. Çalışmanın 8 hipotezi, söz konusu yöntem kullanılarak analiz edilmiş ve Isparta Sosyal Yardımlaşma ve Dayanışma Vakfı'nın etkin olduğu alanlar bu yöntem doğrultusunda tespit edilmiştir. Araştırma sonucuna göre Isparta Sosyal Yardımlaşma ve Dayanışma Vakfının yardımları sunma sırasında genel olarak adaletli davrandığı ve özellikle yakacak ve gıda yardımı sunumunda etkin faaliyetler gerçekleştirdiği söylenebilmektedir. Buna karşın vakfın sosyal yardım faaliyetlerinin belirli alanlarla sınırlı kaldığı sonucuna ulaşılmış ve vatandaşların sosyal yardım programlarının çoğundan haberdar olmadıkları problemiyle karşılaşılmıştır. Ayrıca Sosyal Yardımlaşma ve Dayanışma Vakfı inceleme ekibinin yoksul kimselerin tespiti aşamasında yetersiz kaldığı sonucuna ulaşılmıştır. Isparta Sosyal Yardımlaşma ve Dayanışma Vakfının etkin olarak görev alamadığı bu alanlara yönelik olarak çalışmanın sonuç bölümünde bu durumlara çözüm önerileri sunulmuştur. In the study, by being explained historical framework and improvement of social state, it was included why and when there has been a need for implementation of social state in Turkey and measured the effectiveness of continuous aids offered by Isparta Social Assistance and Solidarity Foundation. Legislative framework of public aid programs that deficit financing of social security system was examined. This is also one of the social policy instruments to prevent injustice and in poverty and income distribution and to provide humanely living conditions in the way of being social state in Turkey. In order to determine the effectiveness of the continuing aids that the state has made to the disadvantaged groups through social assistance and solidarity foundations, the triple likert-type questions were asked to the disadvantaged groups, who were assisted by the Isparta Social Assistance and Solidarity Foundation, to created a demographic profile and to analayse how they assessed the activities of the foundation. Chi-Square Independence Test was applied as a method to analyze participants' responses. The 8 hypothesis of the study were analyzed by using the method mentioned and the fields where the Isparta Social Assistance and Solidarity Foundation was active were determined according to this method. According to the results of the research, we can say that the Isparta Social Assistance and Solidarity Foundation has generally acted fairly in the course of providing aid and has realized efficient activities, especially in fuel and food aid distribution. On the other hand, results showed that the social assistance activities of the foundation were limited to specific fields and it was a problem that the citizens were not aware of most of the social assistance programs. In addition, it was infered that the Social Assistance and Solidarity Foundation investigation team was inadequate in the detection of the poor persons. In the conclusion of this research solution proposals were presented towards fields where the Isparta Social Assistance and Solidarity Foundation can not actively take part.
