Bu çalışmada; Yükseköğretim Kurulu tarafından tespit edilen öğrenci başına cari hizmet maliyetleri ile bakanlar kurulu tarafından yayınlanan öğrenci başına cari hizmet maliyetlerinin, bütçe kanunuyla tahsis edilen bütçelere yansıma oranları incelenerek sonuçlar değerlendirilmeye çalışılmıştır. Çalışma; 2006 yılı öncesinde kurulmuş olan 53 devlet üniversitesinin, 2007-2009 yılları arası bütçeleri için yapılmıştır
