Bu metin, temel olarak, e-devlet teknolojileri kapsamında vilayet veil özel idare web sitelerinde e-katılım olanaklarını bulundurmaya veyaartırmaya yönelik araçların olup olmadığını analiz etmeye çalışmaktadır1. Buçerçevede, bu çalışma, merkezi idarenin temel taşra teşkilatını oluşturanvilayet idaresinin ve bir yerel yönetim aktörü olan il özel idarelerinin ildüzeyinde e-katılıma dönük uygulamalarını, web sitelerinin vatandaşkatılımına uygunluk düzeyleri üzerinden test etmektedir. Söz konusu websitelerinde e-katılım aracı olarak yer alan uygulamaların e-demokrasinin üçaşamasından sadece ilkini karşılamaya dönük olduğunu belirtmekte yararbulunmaktadır. Mevcut durumda, vilayet ve il özel idare web siteleri edemokrasi çerçevesinde e-katılım uygulamalarını kabul etmek vedesteklemekten oldukça uzak durumdadır |

This article deals with the analysis of the fact that whether the websites of Turkish governorships and special provincial administrations havethose applications related to e-participation or tools aimed to increase theusage of e-participation in the framework of e-government technologies, ornot. In that context, this article tests the e-participation applications ofTurkish governorships and special provincial administrations over thesuitability of their web sites for citizen participation. It is extremelyimportant to state the fact that the so-called web sites just meet the first stageof e-democracy, which is quite valuable indicator concept of e-participationlevel. In the present situation, web sites of Turkish governorships and specialprovincial administrations seem fairly far away of supporting theapplications and tools of e-participation |
