The purpose of this study is to examine the general justifications of the legal regulations enacted within scope of the reforms in public administration between the years of 2002-2014, by implementing content analysis in terms of main principles of New Public Management (NPM) approach. According to the results from the content analysis, it has been founded that the reforms of which the general frame was determined with the Fundamental Law Draft for the Public Administration, are coherent with the main principles of NPM. Efficiency and productivity were mentioned in a great majority of the general justifications, and transparency, accountability and participation in public administration were emphasized. The advantages of scale-economy, publicprivate partnership, and various service-provision alternatives were put emphasis for cost-reduction. Establishment of organized structures in more horizontal, flexible, decentralized and functional units was aimed for organizational structures. It was intended that the public organizations were restored in a control structure which would be result-oriented and also effected by citizens’ preferences instead of the process-oriented control structure. Furthermore, it has been founded that the catalyst state concept was driven forward by separating the public-policy determining and public-service providing units from each other, and that a new structure was intended to be established, which would be based on performance and grounded on contracting
Bu çalışmanın amacı, 2002-2014 yılları arasında kamu yönetimi reformları kapsamında gerçekleştirilen yasal düzenlemelerin genel gerekçelerinin, Yeni Kamu Yönetimi anlayışının temel ilkeleri bakımından içerik analizi yapılarak incelenmesidir. İçerik analizi sonuçlarına göre, Kamu Yönetimi Temel Kanunu Tasarısı ile genel çerçevesi çizilen reformların Yeni Kamu Yönetiminin temel ilkeleri ile uyumlu olduğu görülmüştür. Genel gerekçelerin büyük çoğunluğunda etkinlik ve verimlilikten söz edilmiş, kamu yönetiminde, şeffaflık, hesap verebilirlik ve katılımcılığa vurgu yapılmıştır. Maliyetlerin azaltılması için, ölçek ekonomisinin avantajları, kamu-özel ortaklığı ve farklı hizmet sunma alternatifleri üzerinde durulmuştur. Örgüt yapısı olarak, daha yatay, esnek, desantralize ve fonksiyonel birimler şeklinde örgütlenmiş yapılar oluşturulması amaçlanmıştır. Kamu örgütleri, süreç odaklı denetimin yerine, sonuç odaklı ve vatandaşların da etkili olduğu bir denetim yapısına kavuşturulmaya çalışılmıştır. Ayrıca kamuda politika belirleyen ve hizmet sunan birimler ayrılarak katalizör devlet anlayışının ön plana çıkarıldığı, performansa dayalı ve sözleşmeciliği esas alan bir yapı oluşturulmak istendiği sonucuna ulaşılmıştır.
