Sosyal yaşamın bir parçası olan devlet, vatandaşlarına hizmet sunumunu sağlayabilmek için teknolojiye ve değişime uyum sağlamak zorundadır. Bu değişime uyum sağlamanın en büyük gerekliliklerinden biri ise bilgi iletişim ve teknolojilerinin kamu hizmeti sunumunda kullanılmasıdır. Bu bağlamdaki reformlardan birisi olan E-devlet uygulamaları, vatandaşlara daha etkin kamu hizmeti sağlaması yönüyle kamu yönetimi ve halkla ilişkiler açısından önemli bir yere sahiptir. Bu çalışmada e-devlet hizmetlerinden yararlanan vatandaşların elektronik devlet uygulamaları hakkındaki bilgi düzeylerinin incelenmesinin yanı sıra bu uygulamalara yönelik memnuniyet düzeylerinin belirlenmesi amaçlanmıştır. Bu çalışmanın evrenini Isparta il merkezi içerisinde yaşayan 18 yaş üstü ve elektronik devlet uygulamalarını kullanan vatandaşlar oluşturmaktadır. Çalışma kapsamında 420 kişiye ulaşılmıştır. Çalışmada veri toplama aracı olarak literatür taraması yapıldıktan sonra anket formu oluşturulmuştur. Bu anket formu katılımcıların demografik sorularının yanı sıra elektronik devlet uygulamalarına ait bilgi düzeyleri ve memnuniyet düzeylerinin yer aldığı soruları içinde barındırmaktadır. Değişkenler ile sorular arasındaki ilişkiler T- testi, Anova testi, Varyans Analizi, Faktör Analizi, Korelasyon Analizi ve Regresyon Analizi ile incelenmiştir. Çalışmanın sonucunda vatandaşların elektronik devlet uygulamalarıyla ilgili olarak bilgi düzeyleri arttıkça memnuniyet düzeylerinin de arttığı görülmüştür. Vatandaşların elektronik devlet uygulamalarından sırasıyla yeterlilik ve erişilebilirlik boyutundan (%51,375), kolaylık boyutundan (%11,258) ve güvenirlik boyutundan (%6,224) memnun oldukları tespit edilmiştir. Bununla birlikte vatandaşların bilgi düzeyleri ile yaş, öğrenim durumu ve elektronik devlet uygulamalarını kullanım sıklıkları ile anlamlı bir farklılık çıkmıştır. Bu faktörlerin memnuniyet düzeylerinin boyutlarıyla olan ilişkisine bakıldığında ise çalışma durumu, öğrenim durumu, kullanım kanalları (internet sayfası, mobil uygulamalar) ve kullanım sıklıkları arasında anlamlı bir farklılık çıktığı görülmüştür. Çalışma sonucunda e-Devlet ile ilgili tanıtımların artırılması, vatandaşların bilgilendirilmesi, site içi arama motorunun güçlendirilmesi, e-Devlet kullanılmasının önündeki bürokratik engellerin kaldırılması önerilmektedir. As a part of social life, the state must adapt to technology and change in order to provide service to its citizens. One of the biggest requirements of adapting to this change is the use of information communication and technologies in the provision of public services. Especially the innovations made by the state in order to serve the citizens are seen as a major reform. One of these reforms, E-government practices, has an important place in terms of public administration and public relations in terms of providing more efficient public service to citizens. In this study, in addition to the investigation of how much the citizens are informed about the e-government implementations depending on the demographic variables, specifying how satisfied the citizens are with these implementations was also aimed. The participants of the study are the people who are above the age of 18 and live in Isparta province, and there were 420 participants. In the study questionnaires were formed as a data collection tool after the literature reviews were analyzed. The items in these questionnaires include the questions related to how much informed the participants are about the e-government implementations and how glad they are with these implementations in addition to the questions about the participants' demographic profile. The relation between the questions and the variables were analyzed via T-Test, Anova Test, Variance Analysis, Factor Analysis, Correlation Analysis and Regression Analysis. The study results show that as the participants get more informed about the e-government implementations, the level of the citizens' being satisfied with these implementation increases. Moreover, it is seen that the percentage for the participants' satisfaction with the e-government implementations in terms of adequacy and accessibility, ease of use and security is respectively 51,375%, 11,258% and 6,224%. In addition, it is seen that there is a remarkable difference in the relation between the the citizens knowledge level of e-government and their age and in the relation between the education level of the citizens and their frequency of use the e-government applications. When these factors are analyzed in terms of their relations to the citizens level of satisfaction, it is observed that there is a reasonable difference among their the citizens work status, their education level means of use (e.g. webpage and mobile applications) and the frequency of use of the e-government applications. As a result of the study, it is recommended to increase the introductions about e-Government, to inform the citizens, to strengthen the search engine within the site, to remove the bureaucratic obstacles to the use of e-Government.
