Sivil katılım, kamu politikalarını etkileyen önemli süreçlerden biridir. Bu süreç, politikadan etkilenen sivil gruplar ile resmi politika aktörleri arasında önceden tasarlanmış ve demokratik bir müzakereyi ifade etmektedir. Sovyetler Birliği’nin dağılmasının ardından Rusya’nın Batı Dünyası ile ilişkilerinin ilerlemesinin etkisiyle ülkede yükselen sivil değerler, sivil katılım araçlarını da geliştirmiş ve bunun sonucunda 2005 yılında Rusya Sivil Kamarası kurulmuştur. Bu çalışma, öncelikle kamu politikaları ve sivil toplum konusunda kuramsal bir çerçeve çizmekte ve akabinde Rusya Sivil Kamarasının tarihsel gelişimi ve yapısal özelliklerini incelemektedir. Çalışmanın son kısmında, Rusya Sivil Kamara yapısının uygulamaya yansımaları değerlendirilmekte ve modelin nasıl bir başarı gösterdiği sorgulanmaktadır. |

Civic participation is one of the important processes that affects public policies. This process represents a deliberative and democratic negotiation between the civilian groups affected by politics and the official policy actors. After the collapse of Soviet Union, civic values raised by the effect of the progression of the relationship between Russia and the Western World, also improved the means of civic participation and as the result of this, Russian Civic Chamber was established in 2005. This study, primarily draws a theoretical framework about the topics of public policy and civil society and then examines the historical development and structural characteristics of the Russian Civic Chamber. In the final part of the study, the reflection of the structure of Russian Civic Chamber on the implementation is evaluated and the success of the model is questioned. |
