Kamu sektörünün önemli unsurlarından biri olan Belediyeler, toplumun taleplerini yerine getirmede büyük önem arz etmektedir. Bu talepler doğrultusunda, minimum harcamayla doğru ihtiyaçların karşılanabilmesi hedeflenmektedir. Katlanılan harcamalar ve elde edilen gelirlerin sonucunda bir strateji belirlenerek gelecek döneme ilişkin mali durum ve beklentiler raporu hazırlanmaktadır. Bu raporlarla birlikte beklenen ve gerçekleşen bütçe arasındaki farklar belirlenerek geleceğe yönelik stratejik planlar oluşturulmaktadır. Bu çalışmanın amacı; belediyelerin gelir ve harcamalarını incelemek, gelirlerle ilgili Gri Tahmin GM(1,1) modeli kullanılarak geleceğe yönelik tahmin yapmaktır. Bunun için, bir büyükşehir belediyesinin 2014-2018 dönemine ait gelir bütçesi bilgileri ele alınarak, 2019-2023 dönemine kadar tahminleme yapılmıştır. Elde edilen verilerle GM(1,1) yöntemi kurularak geleceğe yönelik simülasyon değerleri elde edilmiştir. Bu verilerin ortalama göreli hataları hesaplanarak, bu hataların model doğruluk testine uygun olup olmadığı tespit edilmiştir. Model doğruluk testine uygun olan değerlerin sonucunda gelecek dönem tahmini değerleri elde edilmiştir. Bu bağlamda, belediyelerin gelecek dönemler için elde edilen tahmini değerleri yorumlanmıştır. Yapılan analiz sonucunda gider kalemlerinin GM(1,1) yöntemine uygun olmadığı tespit edilmiştir. Çalışmada incelenen büyükşehir belediyesinin verilerine göre yapılan analiz sonucunda, gelirlerinde gelecek dönemlerde ortaya çıkan tahminleme ile önerilerde bulunulmaktadır. Municipalities, one of the important elements of the public sector, are of great importance in meeting the demands of the society. In line with these demands, it is aimed to meet the right needs with minimum expenditure. A strategy is determined as a result of the expenses incurred and the revenues obtained, and a report on financial status and expectations for the upcoming period is prepared. With these reports, the differences between the expected and actual budgets are determined and strategic plans for the future are formed. The aim of this study is; To examine the revenues and expenditures of municipalities, to make predictions for the future using the Gray Forecast GM (1.1) model. For this, estimation is made until the 2019-2023 period by considering the income budget information of a metropolitan municipality for the period 2014-2018. Using the data obtained, the GM (1,1) method was established and future simulation values were obtained. The average relative errors of these data were calculated and it was determined whether these errors were suitable for the model accuracy test. As a result of the values suitable for the model accuracy test, the predicted values for the future were obtained. In this longitude, the estimated values obtained for the future periods of the municipalities are interpreted. As a result of the analysis, it has been determined that the expense items are not suitable for the GM (1,1) method. As a result of the analysis made according to the analyzed data of a metropolitan municipality, suggestions are made with the estimation emerging in the future periods.
