Kosova Cumhuriyeti 2008 yılında kurulmuş bir ülkedir. Ülkenin yakın tarihteki siyasi meseleleri, yaşanan çatışmalar ve siyasi sistem değişimleri ekonomik süreci etkilemiştir. 2008 yılına kadar yaşanan süreçte, yaklaşık 22 yıl ülke yapılanması ve 1999 önceki rejimin yıkımlarını onarmakla geçirmesi ticari hayatı modern ekonomik sistemlerden uzak kalmasına sebep olmuştur. Çalışmamız, Kosova'nın yaşanan olumsuz olaylardan sonra işletme kültürünün modernleşmesi sürecini araştırmak biçiminde şekillenmiştir. Bu kapsamda, çalışmanın konusu Kosova'daki KOBİ'lerin fizibilite yapma düzeylerinin belirlenmesi olarak belirlenmiştir. Çalışmanın verileri Prizren şehrindeki 89 KOBİ'den anket yöntemi toplanmıştır. Veriler Frekans Dağılımı, Kümeleme (Cluster) Analizi, İki Yönlü Gösterge (TWINSPAN) Analizi ve Çoklu Permutasyon Testi (MRPP/ Multi-Response Permutation Procedure) yöntemleri ile analiz edilmiştir. Analizler sonucunda, ayrımın şekillenmesinde etkili olan ifadelere verilen cevaplar açısından eğitim durumu, sektör ve şirket biçimine göre anlamlı farklılıkların olduğu tespit edilmiştir. Şöyle ki hem eğitim durumu noktasında hem de sektörel anlamda bulunan farklılıklar açısından işletmelere yönelik ön araştırma, teknik donanım, fizibilite, inisiyatif alma, profesyonel yardıma başvurma ve teknolojiye bakış açısı gibi parametrelere eğilim noktasında gözle görülür bir ayrım bulunmaktadır. Yapılan araştırmalar sonucu Kosova'da Fizibilite Etüdü yapma düzeyinin düşük ve profesyonel şeklinde yapılmadığı gözlenmiştir. Yeni ekonomik sisteminin inşasını gerçekleştiren Kosova hem devlet düzeyinde hem de şirketler düzeyinde fizibilite etüdünün profesyonel yapılmasına önem vermek zorundadır. Kamu yatırımlarının verimli gerçekleşmesi için orta ve büyük yatırım harcamalarında fizibilite etüdünün zoraki olmasının kanun ve yönetmenliklerle geçekleştirmelidir. Bu şekilde ülke kaynaklarını daha verimli kullanımını sağlamış olacaktır. Ayrıca devlet olarak KOBİ'lere verilecek yatırım destekleri içinde fizibilite etüdü yapılmasının talep etmelidirler. The Republic of Kosovo is a country established in 2008. The country's recent political issues, conflicts and changes in the political system have affected the economic process. During the period until 2008, the country spent about 22 years of restructuring the country and repairing the destructions of the regime before 1999, which caused the commercial life to stay away from modern economic systems. In this study, it has been shaped as to investigate the process of modernization of the business culture after the negative events experienced in Kosovo. In this context, the subject of the study has been chosen as determining the feasibility making level of SMEs in Kosovo. The data of the study were collected from 89 SMEs in Prizren city by the survey method. The data were analyzed by Frequency Distribution, Cluster Analysis, Two Way Indicator (TWINSPAN) Analysis and Multiple Permutation Test (MRPP / Multi-Response Permutation Procedure) methods. As a result of the analysis, it has been determined that there are significant differences in terms of the answers given to the expressions that are effective in shaping the distinction according to education level, sector and company type. That is to say, there is a noticeable difference in terms of the differences found both in terms of educational status and in terms of the sector, in terms of parameters such as preliminary research, technical equipment, feasibility, taking initiative, applying for professional assistance and technology perspective. As a result of the researches, it has been observed that the level of Feasibility Study in Kosovo is low and it is not performed professionally. Kosovo, which has built its new economic system, has to give importance to professional feasibility studies both at the state level and at the corporate level. In order for public investments to be realized efficiently, the forced feasibility study in medium and large investment expenditures should be realized with laws and regulations. In this way, it will enable the country to use its resources more efficiently. In addition, as the state, they should request a feasibility study for investment support to be given to SMEs.
