Teknoloji ve ulaşımın gelişmesinin bir sonucu olarak ortaya çıkan, bireyin tedavi olurken aynı zamanda tatil ihtiyacını da karşılayabildiği medikal turizm kavramı, sağlık hizmetleri talebinde alternatiflerin oluşturulmasına imkân sağlamıştır. Bu araştırmanın amacı Türkiye'de medikal turizmin gelişimine etki eden faktörleri SWOT-AHP yöntemi ile tespit etmektir. Ayrıca Türkiye'nin medikal turizm alanındaki güçlü yönler ile fırsatlarını en iyi şekilde değerlendirerek bu alandaki zayıf yönler ile tehditlere karşı savunma stratejileri geliştirmek araştırmanın bir diğer amacını oluşturmaktadır Araştırmada ilk olarak Türkiye'de medikal turizm alnında SWOT analiz yöntemi ile yapılmış olan çalışmaların sistematik derlemesi yapılmıştır. İkinci aşamada çok kriterli karar verme yöntemlerinden biri olan AHP yöntemi kullanılarak tarama sonucunda elde edilen verilerin önem dereceleri belirlenmiştir. Son aşamada ise elde edilen bulgular doğrultusunda Türkiye'de medikal turizm sektörüne yönelik stratejiler geliştirilmiştir. Yapılan analiz sonucunda ulaşılan sonuçlara göre; SWOT grupları arasında en yüksek ağırlık değerini güçlü yönler (%48,56) alırken, zayıf yönler ikinci (%17,81), tehditler üçüncü (%17,66) ve fırsatların (%15,96) son sırada yer aldığı tespit edilmiştir. SWOT gruplarında güçlü yönler dikkate alındığında; en yüksek ağırlık değerini (%28,22) uygun fiyat avantajı alırken, en düşük ağırlık değerini turizm çeşitliliği (%7,66) almıştır. Zayıf yönlerde en yüksek ağırlık değerini alan faktör yabancı dil problemi (%21,95) iken en düşük ağırlık değerini medikal turizm stratejisi/mevzuatının olmaması (%7,41) almıştır. Fırsat faktörleri ağırlık düzeyleri incelendiğinde; en yüksek ağırlık değerini alan faktör (%23,12) dünya nüfusunun yaşlanması ve buna bağlı hastalıklarda yaşanan artış olurken, en düşük ağırlık değerini (%5,88) hastaların döviz girdisi ile ülke ekonomisine katkısı almıştır. Tehdit faktörlerinin önem düzeylerinde ise en yüksek ağırlık değerini (%23,13) rakip ülkelerin medikal turizm avantajları alırken, imaj problemi (%8,10) en düşük ağırlık değerini almıştır. Türkiye'de medikal turizm sektöründe çalışan yöneticiler ile sağlık profesyonelleri yabancı dil konusundaki eksikleri ortadan kaldıracak politikalar geliştirmelidir. Tedavi amacıyla Türkiye'yi tercih etme ihtimali yüksek olan orta doğu pazarına yönelik tanıtım ve pazarlama faaliyetlerine ağırlık verilmesi ve tüm sağlık kurumlarının faydalanabileceği medikal turizm uygulama rehberinin oluşturulması medikal turizm konusunda eksiklerin giderilmesi açısından önemli olacaktır. Bununla birlikte uygun fiyat politikasının sürdürülmesi ayrıca seyahat firmaları ve sağlık kurumları arasında medikal turiste yönelik protokollerin yapılmasının uygun olacağı düşünülmektedir. The concept of medical tourism, which emerged as a result of the development of technology and transportation, where the individual can meet the need for vacation while being treated, has enabled the creation of alternatives in the demand for health services. The purpose of this research is identify the factors what affects the development of medical tourism in Turkey by SWOT-AHP methods. Also, the evaluation of the strengths and opportunities in the field of medical tourism in Turkey and the best way to develop defense strategies against threats and weaknesses in this area is another purpose of this research. In the study, firstly systematic review of studies what is conducted in the field of medical tourism by SWOT analysis method in Turkey was organized. In the second stage, using the AHP method, which is one of the multi-criteria decision making methods, the importance of the data obtained as a result of the screening has been determined. In the last stage, the strategy for the medical tourism industry in Turkey has been developed on the findings obtained. According to the results of the analysis, strengths (48.56%) received the highest weight value among SWOT groups, while weaknesses (17.81%), threats (17.66%) and opportunities (15.96%) ranked last. When the strengths of SWOT groups are taken into account, the highest weight value (28.22%) is affordability advantage, while the lowest weight value is tourism diversity (7.66%). Foreign language problem (21.95%) was the highest weighting factor for weaknesses, while lack of medical tourism strategy/legislation (7.41%) was the lowest weighting factor. Opportunity factors when weight levels were examined, the factor with the highest weight value (23.12%) was the increase in aging and related diseases of the world population, while the lowest weight value (5.88%) was the contribution of the patients to the national economy through foreign exchange input. In the severity levels of threat factors, the highest weight value (23.13%) received medical tourism advantages from competing countries, while the image problem (8.10%) received the lowest weight value. Managers and health professionals working in the medical tourism sector in Turkey should develop policies to eliminate foreign language deficiencies. It will be important to focus on the promotion and marketing activities for the Middle East Market, which are likely to prefer Turkey for the purpose of treatment, and to establish a medical tourism application guide for which all health institutions can benefit. In addition, it is thought that it would be appropriate to maintain the affordability policy and also to establish protocols for medical tourists between travel companies and health institutions.
