Yoksulluk, hem hedef bölgelerdeki göçmenler hem de geride kalan aileler için, çoğunlukla kadın ve çocukları etkileyen ve göçe neden olan önemli bir unsurdur. Yoksulluk sosyal ve ruhsal bir sorun olarak görülse aynı zmaanda ekonomik bazda ve sosyal politikalar bazında bir sorundur. Bu yüzden yoksulluk açısından yapılacak değerlendirmede, sosyal politikalar da önem arzeden bir konudur. Sosyal politikalar doğrultusunda oluşturulan hukuki altyapı, sosyal politikaların yürütülmesinde en önemli güçtür ve yoksullukla mücadele konusunda önemle üzerinde durulması gereken bir konudur. Yoksulluğun ilişkili olduğu bir diğer önemli unsur ise göçtür. Birçok araştırmacı yoksulluk ve göç üzerine eğilmiş aralarındaki ilişkiyi açıklamaya çalışmıştır. Ancak göç ile ilgili çalışmaların çoğunluğu kadınların yoksullukla ilgili tutum ve düşünceleri üzerinde yeterince durmadıkları görülmüştür. Bu kapsamda bu tez çalışmasının odak noktası da kadın, yoksulluk ve göç üzerinde yoğunlaşmıştır. Çalışma kapsamında "yoksulluğun nedenleri" ve "yoksulluk tutum" ölçekleri kullanılmıştır. Isparta ilinde uygulanan çalışma kapsamında 1067 kişiye ulaşılmıştır. Araştırma sonucunda katılımcılara göre istihdam politikalarının eksikliği ve yetersiz sosyal politikaların olduğu, devletin vatandaşlar için meslek edindirme konusunda eksik olduğu, barınma, eğitim ve sağlık hizmetlerini yeterince sağlanmadığı görülmüştür. Ayrıca katılımcılara göre yine yoksulluğa neden olan önmeli unsurarın başında göç sorunu ve kader geldiği, sosyal yardım alan kişilerin mutlaka yoksul olması gerektiği, ancak sosyal yardımların insanları tembelleştirdiği, yoksul nsanların sosyal yardımlardan memnun oldukları ve sosyal yardımların yoksulları çalışmaktan alıkoyduğu bulunmuştur. Poverty is an important element causing migration for both immigrants in target areas and families left behind, mostly affecting women and children. Additionally, poverty is an economically social policy issue as much as a social and psychological one.This being the case, social politics, too, is a nontrivial issue in any kind of evaluation concerning poverty. Legal infrastructure, formed in line with social policies, is the most important power in pursuing social politics and is an issue to be emphasized in struggling against poverty. Another weighty matter closely connected with poverty is migration. Scientists have always given some though on the issue of poverty and migration, trying to clarify the connection between them. However, it occurs that studies carried out on migration are mostly insufficient in bringing out the attitude and notion on the issue of women's poverty. Within this framework, the present study focuses on the issue of women, poverty and migration. The scope of the study employs the scales "causes of poverty" and "attitudes towards poverty". Within the scope of the study carried out in Isparta province, a total of 1067 participants have participated. The results of the study pointed out that there is a deficiency in the employment policy and social politics in accordance with the participant ratio, additionally in providing employment for the citizens the government is insufficient, and that sheltering, education and healthcare services have not been provided sufficiently. Additionally, with regard to the participants, the study has brought out that migration and fate are of important issues causing poverty, that those who benefit from social welfare must definitely be poor, yet it is believed that such social welfares make the people lazy, that poor people are content with social welfares and such welfares prevent the poor from working.
