Bu çalışma, İslam ekonomisinin iz düşümlerini genel iktisat tarihi içerisinde aramış ve İslam ekonomisinin bilgi/bilim bağlamında sosyal bilimler içerisindeki konumunu incelemiştir. İslam ekonomisinin bir model olma imkânını, hâkim paradigmaya meydan okumasının dayanaklarını da inceleyerek ele almıştır. İslam ekonomisinin bir model olarak diğerlerinden neden ve nasıl ayrıştığını, hangi yönlerle ne düzeyde birleştiğini sorgulamıştır. Bu doğrultuda İslam ekonomisinin ilkelerine dayanarak sürdürülebilir bir model olma imkânını tesis edecek kurumsal vizyonu, kendine özgü düzenleme ve denetleme anlayışı, kurumsal yapı ve araçları bütüncül bir perspektifle değerlendirilmiştir. Ayrıca İslam ekonomisinin kurumsal mimarisi, uluslararası arenada faaliyet gösteren İslami finans kuruluşlarının niteliği, niceliği ve yapısal işleyişleri karşılaştırmalı yöntemlerle değerlendirilmiş ve hizmet yürüttükleri alanlara göre tasnif edilmiştir. Özellikle bu kuruluşların İFE üzerindeki düzenleyici ve denetleyici rolleri seçilen ülke örnekleri nezdinde değerlendirilmiş ve bu kurumların fonksiyonları, yayınladıkları standartları/rehber ilkeleri uluslararası diğer kuruluşlarla/standartlarla mukayese edilmiştir. Çalışmanın son bölümünde ise Türkiye'nin uluslararası arenada faaliyet gösterebileceği, düzenleme ve denetleme fonksiyonu da içerisine alan kurumsal bir model taslağı önerilmiştir. İslami finansın küresel mimarisinin sahip olması gereken gereksinimlerin ve buna bağlı olan bileşenlerin ne/nasıl olması gerektiği bu çalışmada ele alınmıştır. İslami finansın kurumsal mimarisinin boyutlarını ortaya koyan yasal belegeler, literatür, kurumlar, raporlar, saha çalışmaları ülke örnekleriyle incelenmiş ve betimleyici yöntemle nicel-nitel araştırma teknikleri de kullanılarak çalışmanın yöntemsel evreni oluşturulmuştur. Bu inceleme ve analizlerin ardından Türkiye katılım finans sisteminin düzenlenip denetlenmesine olanak sağlayacak ve diğer gereksinimleri de karşılayacak kurumsal model önerisinin fırsat ve güçlükleri değerlendirilmiştir. This study sought the projections of Islamic economics in the history of general economics and examined the position of Islamic economics in social sciences in the context of knowledge/science. It discussed the possibility of Islamic economics as a model by examining the grounds for challenging the dominant paradigm. In this direction, the institutional vision, unique regulation and supervision approach, institutional structure and tools that will establish the possibility of being a sustainable model based on the principles of Islamic economy have been evaluated with a holistic perspective. In addition, the institutional architecture of the Islamic economy, the quality, quantity and structural functioning of Islamic financial institutions operating in the international arena were evaluated with comparative methods and classified according to the areas they serve. In particular, the regulatory and supervisory roles of these institutions on the IFI were evaluated in the context of selected country examples, and the functions of these institutions and the standards/guideline principles they published were compared with other international organizations/standards. In the last part of the study, a draft of an institutional model, in which Turkey can operate in the international arena, including regulation and supervision functions, has been proposed. The requirements of the global architecture of Islamic finance and what/how the components related to it should be are discussed in this study. Legal documents, literature, institutions, reports, field studies, which reveal the dimensions of the institutional architecture of Islamic finance, were examined with country examples, and the methodological universe of the study was created by using the descriptive method and quantitative-qualitative research techniques. After these examinations and analyzes, the opportunities and difficulties of the institutional model proposal that will allow the regulation and supervision of the Turkish participation finance system and meet other requirements have been evaluated.
