Dünya'da en fazla Suriyeli göçmene ev sahipliği yapan Türkiye, Suriyeli göçünü başlangıçta geçici bir olgu olarak görmüştür. Ancak Suriye'deki iç savaşın aktörlerinin değişmesi ve süresinin uzaması Suriyeli göçmenlerin Türkiye'de kalıcı olmalarını zaruri kılmıştır. Türkiye, başlangıçta Suriyelilerin geçici olduğu varsayımı ile daha çok acil durum yaklaşımı ile Suriyeli göçmenlerin gündelik ihtiyaçlarını gidermeye yönelik faaliyetler yürütmüştür. Ancak zamanla Suriyelilerin kalıcığını kabullenen Türkiye, bu kez de geçici koruma statüsü verdiği Suriyelilerin entegrasyonu için bir takım politikaları hayata geçirmiştir. Bu çalışmada, geçici koruma statüsündeki Suriyeliler ile Adana ilinde yaşayanların entegrasyon süreçleri sosyal ve siyasal entegrasyon bağlamında ölçülmeye çalışılmıştır. Adanalılar ile Adana ilinde ikamet eden geçici koruma statüsündeki Suriyelilerin sosyal ve siyasal entegrasyonlarının önündeki sorunlar saptanmış ve çözüm önerileri sunulmuştur. Çalışmanın ilk bölümünde göçle ilgili temel kavram ve teorilere yer verilmiştir. Çalışmanın ikinci bölümünde ise göçmen entegrasyonu çeşitli tanım ve teoriler kapsamında irdelenmiştir. İlk iki bölümde teorik bilgilere yer verildikten sonra çalışmanın üçüncü bölümünde Osmanlı İmparatorluğundan günümüze kadar Türkiye'de gerçekleşen uluslararası göçlere değinilmiştir. Çalışmanın dördüncü bölümünde Türkiye'nin Suriyeli göçüne karşı gerçekleştirdiği politikalar konu alınmış ve beşinci bölümde de Adana ili bazında geçici koruma statüsündeki Suriyelilerin sosyal ve siyasal entegrasyon düzeyleri ortaya konmaya çalışılmış, sosyal ve siyasal entegrasyonun önündeki engeller tespit edilerek çözüm önerileri sunulmuştur. Turkey, which hosts the largest number of Syrian immigrants in the world, initially thought of Syrian migration as a temporary phenomenon. However, the actors of the civil war in Syria have changed and it has been understood that the immigrants are permanent. Turkey initially thought that the Syrians were temporary and carried out activities to meet the daily needs of Syrian immigrants. However, the permanence of the Syrians was understood later. This time, Turkey has implemented a number of policies for the integration of Syrians, which it has granted temporary protection status. In this study, the integration processes of Syrians under temporary protection status and people living in Adana province were tried to be measured in the context of social and political integration. In the first part of the study, basic concepts and theories related to migration are given. In the second part of the study, immigrant integration is examined within the scope of various definitions and theories. After giving theoretical information in the first two parts, in the third part of the study, international migrations that took place in Turkey from the Ottoman Empire to the present are mentioned. In the fourth part of the study, Turkey's policies against Syrian migration were discussed, and in the fifth part, the social and political integration levels of Syrians under temporary protection status on the basis of Adana province were tried to be revealed, the obstacles in front of social and political integration were identified and solution suggestions were presented.
