Bu çalışma, vergilendirme alanında görev yapan bireylerin E-ticaretin vergilendirilmesinde karşılaşılan sorunlara yönelik algı düzeylerini ölçecek bir ölçek geliştirmeyi amaçlamaktadır. Çalışmada ölçek geliştirme sürecinde ilk olarak literatür taraması yapılmış olup araştırmada uygulanacak olan anket maddeleri oluşturulmuştur. Araştırmada veri toplama aracı olarak araştırmacı tarafından geliştirilen taslak ölçek formu kullanılmıştır. İlk olarak 68 katılımcı ile pilot anket çalışması yapılmıştır. Araştırma, beş ayrı örneklem grubundan (gelir uzmanı, gelir uzman yardımcısı, bağımlı/bağımsız serbest muhasebeci mali müşavir, serbest muhasebeci mali müşavir stajyeri ve diğer personeller) oluşturulmuştur ve toplam 301 katılımcı ile yürütülmüştür. Ardından Açımlayıcı Faktör Analizi aracılığıyla ölçüt geçerliliği ve güvenirliliği test edilmiştir. Son olarak Yapısal Eşitlik Modellemesi yapılmış olup modelin yapı geçerliliği sağlanmıştır. Nitekim, ölçek kullanılmaya hazır bir şekilde geliştirilmiştir. Araştırmaya ilişkin uzman görüşü alınarak ve pilot anket çalışması yapılarak kapsam geçerliliği gerçekleştirilmiştir. Yapı geçerliğinin sağlanabilmesi için Açımlayıcı Faktör Analizi ve Yapısal Eşitlik Modeli'nin oluşturulması için Birinci Düzey Doğrulayıcı Faktör Analizi ve İkinci Düzey Doğrulayıcı Faktör Analizi yapılmıştır. Açımlayıcı Faktör Analizi sonucuna göre, ölçeğin açıkladığı toplam varyans değeri %59 olarak hesaplanmış olup 25 maddeden oluşan 2 alt boyutlu (faktörlü) bir yapı elde edilmiştir. Doğrulayıcı faktör analizi sonucunda 3 madde düşük regresyon katsayısına sahip olduğu için ölçekten çıkarılmış ve Yapısal Eşitlik Modeli'ne dahil edilmemiştir. Ayrıca, 2 alt boyutlu (faktörlü) ve 22 maddelik yapının uyum iyiliği indeksleri dikkate alınarak uyum iyiliği değerlerinin iyi olduğu tespit edilmiştir. Ölçüt geçerliği ile ilgili analiz sonucunda E-Ticaretin Vergilendirilmesine Yönelik Sorunlar Ölçeği ile ölçeğin 2 alt boyutu olan E-ticaretin Vergilendirme Sorunları ve E-Ticaretin Temel Yapısal Sorunları arasında pozitif yönde anlamlı ilişki olduğu saptanmıştır. Ölçeğin güvenirliğini tespit etmek amacıyla iç tutarlılık katsayısına bakılmıştır. E-Ticaretin Vergilendirilmesine Yönelik Sorunlar Ölçeği'nin Cronbach's Alpha değeri 0,955 olarak hesaplanmıştır. Geliştirilen 22 maddelik ve 2 alt boyutlu E-Ticaretin Vergilendirilmesine Yönelik Sorunlar Ölçeğinin, vergilendirme alanında görev yapan bireylerin e-ticaretin vergilendirilmesinde karşılaşılan sorunlara yönelik algı düzeyini ölçebilen geçerli ve güvenilir ölçme aracı olduğu sonucuna ulaşılmıştır. This study aims to develop a scale that will measure the perception levels of individuals working in the field of taxation regarding the problems encountered in taxation of e-commerce. In this study, firstly, the literature review was made in the scale development process and the questionnaire items to be applied in the research were created. The draft scale form developed by the researcher was used as a data collection tool in the research. First, a pilot survey was conducted with 68 participants. The research was composed of five different sample groups (income specialist, assistant income specialist, dependent/independent public accountant financial advisor, independent accountant financial advisor trainee, and other personnel) and was carried out with a total of 301 participants. Then, criterion validity and reliability were tested through Exploratory Factor Analysis. Finally, Structural Equation Modeling was done and the construct validity of the model was ensured. As a matter of fact, the scale has been developed ready to be used. Content validity was carried out by taking expert opinion on the research and conducting a pilot survey. First Level Confirmatory Factor Analysis and Second Level Confirmatory Factor Analysis were performed to establish Exploratory Factor Analysis and Structural Equation Model to ensure construct validity. According to the results of the Exploratory Factor Analysis, the total variance explained by the scale was calculated as 59%, and a 2-factor structure consisting of 25 items was obtained. As a result of confirmatory factor analysis, 3 items were excluded from the scale because they had a low regression coefficient and were not included in the Structural Equation Model. In addition, considering the goodness of fit indices of the 2-sub-dimensional (factored) structure with 22 items, it was determined that the goodness of fit values were good. As a result of the analysis of the criterion validity, it was determined that there was a positive and significant relationship between the Problems Regarding the Taxation of E-Commerce Scale and the 2 sub-dimensions of the scale, the Taxation Problems of E-commerce and the Basic Structural Problems of E-Commerce. In order to determine the reliability of the scale, the internal consistency coefficient was checked. The Cronbach's Alpha value of the Scale of Problems Regarding the Taxation of E-Commerce was calculated as 0.955. It has been concluded that the developed 22-item and 2 sub-dimensions Problems Regarding E-Commerce Taxation Scale is a valid and reliable measurement tool that can measure the perception levels of individuals working in the field of taxation about the problems encountered in the taxation of e-commerce.
