Türkiye'de sosyal güvenlik sistemi sürdürülebilir bir finansman yapısına sahip değildir. Sistem sürekli açık vermektedir. Sosyal güvenlik sistemi açıkları bütçeden yapılan transfer ile kapatılmakta ve cari açık üzerinde önemli bir etki yaratmaktadır. Aslında temel mantık, sistemin gelirleri ile giderlerinin eşitlenmesi gerektiğidir. Gelir kaynakları içerisinde en önemli olanı ise prim gelirleridir. Bu doğrultuda sağlam bir finansman yapısı oluşturulabilmesi için prim gelirlerinin artırılması gerekmektedir. Çalışmanın amacı; Türkiye'de 2009-2020 yılları arasında sosyal güvenlik prim gelirleri ve kadın istihdam sayıları arasında bir ilişki olup olmadığını incelemektir. İlişkiyi test etmek için Engle Granger Eşbütünleşme Testi ve Toda-Yamamato Nedensellik analizi gerçekleştirilmiştir. Elde edilen bulgular sonucunda; kadın istihdam oranlarının, Sosyal Güvenlik Kurumu prim gelirleri üzerinde pozitif bir etkisi olduğu bulunmuştur ve bu iki değişken arasında uzun dönemli bir ilişki vardır. Ayrıca kadın istihdam oranlarından prim gelirlerine bir nedensellik ilişkisi mevcuttur. Kadın istihdamının artırılması sosyal güvenlik sisteminin prim gelirlerini artıracak ve sosyal güvenlik sisteminin mali sürdürülebilirliğine katkı sağlayacaktır. The social security system does not have a sustainable financing structure in Turkey. The system is constantly deficit. Social security system deficits are closed by the transfer from the budget and produce a significant effect on the current account deficit. In fact, the basic logic is that the revenues and expenses of the system should be equalized. Premium revenues are the most important ones among the sources of income. In this direction, premium revenues need to be increased in order to establish a durable financing structure. The aim of this study is to determine whether there is an association between social security premium revenues and the number of women employment between the years 2009-2020 in Turkey. Engle Granger Cointegration Test and Toda Yamamoto Causality analysis were performed to test this relation. Our findings suggest that found that women employment rates have a positive effect on Social Security Institution premium revenues and there is a long-term relationship between these two variables. In addition, there is a causal relationship from women employment rates to premium revenues. Increasing women's employment will increase the premium revenues of the social security system and contribute to the financial sustainability of the social security system. For this reason, there is a need for policies that will remove the obstacles to women's employment. Keywords: Women Employment, Social Security Premium, Time Series
