Öğretmenlik, geçmişten beri önem verilmiş bir meslek grubudur. Öğretmenlerin birçok görev ve sorumlulukları bulunmakta, bulundukları konum itibariyle birçok kişiyi etkilemekte, yönlendirebilmekte ve toplumun önemli bir parçası olmasında kilit rol oynamaktadır. Öğretmen performansı genel olarak; öğretmenin gayret, çaba, yeterlilik, verimlilik, başarı gibi faktörlerin etkili olduğu, öğretmenin yaptığı çalışmaların değerlendirildiği bir süreçtir. Gelişen ve değişen dünya ile birlikte öğretmenlerin performansları da bilimsel ve teknolojik gelişmeler doğrultusunda geliştirilmelidir. Yapılan araştırmalara göre öğretmenlerin performansının, öğrencilerin öğrenmesinde önemli bir role sahip olduğuna ulaşılmış ve bu nedenle performans değerlendirmesi daha fazla önem taşımaktadır. Öğretmen performansının değerlendirilmesi, öğretmen hakkında objektif yargılarda bulunmamızı sağlayabilir. Öğretmen performansının değerlendirilmesine yönelik, farklı zamanlarda farklı uygulamalara gidilmiş ve günümüzde bir boşluk olduğu görülmüştür. Bu durum farklı uygulamalara ve öznel değerlendirmelere sebep olabilmektedir. Buradan yola çıkarak öğretmen performansını anlamlandırmaya yönelik Isparta ilinde anaokulu, ilkokul, ortaokul ve lise kademlerinde görev yapan toplam 30 eğitim yöneticisinin görüşlerine başvurulmuştur. Eğitim yöneticileri ile yapılan görüşmelerde ve onlara öğretmen performansından ne algıladıkları, öğretmenin performansı değerlendirilmeli mi, öğretmen performansının değerlendirilmesinin önemi, öğretmen performansının değerlendirilmesinde kriter olmalı mı, öğretmenin performansının kim tarafından hangi sıklıkla değerlendirilmesi gerektiği soruları yöneltilmiştir. Bu çalışmada nitel araştırma modeli kullanılarak eğitim yöneticilerinin öğretmen performansını nasıl anlamlandırdıkları sorusunun cevabına ulaşılmaya çalışılmıştır. Genel olarak bakıldığında öğretmen performansının birçok etkene bağlı olduğu görülmüştür. Öğretmen performansına etki eden faktörlerin bu kadar çok olması performansın ölçülmesini de zorlaştırmaktadır. Sonuç olarak öğretmenin performans değerlendirmesi tek bir kritere bağlanamayan birçok faktörden etkilenen bir süreç olduğu, performanslarının değerlendirilmesi gerektiği, yapılacak değerlendirmenin öğretmen için daha faydalı olacağı, çoklu değerlendirme yöntemi kullanılması ve yılda bir kez yapılacak değerlendirmenin yeterli olacağı kanaatine varılmıştır. According to the National Education Basic Law, teaching is a specialized profession that undertakes the education, training and related management duties of the state. Teaching is a profession that has been given importance since the past. There are many responsibilities and duties imposed on teachers. Teachers influence and direct many people due to their position. The fact that teachers play a key role in society is an important factor in being an important part of society. In general, teacher performance is a process in which factors such as the teacher's effort, competence, efficiency and success are effective and the work done by the teacher is evaluated. Along with the developing and changing world, teachers' performances should be improved in line with scientific and technological developments. Since teachers have an important role in the learning of students, the performance evaluation of the teacher is more important. Evaluation of teacher performance can enable us to make objective judgments about the teacher. Different practices have been applied at different times for teacher performance and it has been observed that there is a gap in evaluating teacher performance today. This gap can lead to different applications and subjective evaluations. Based on this gap, the opinions of 30 education administrators working in kindergarten, primary school, secondary school and high school in Isparta province were consulted to make sense of teacher performance. Interviews were held with the education administrators and they were asked what they perceive from the teacher's performance, whether the teacher's performance should be evaluated, the importance of evaluating the teacher's performance, should it be a criterion in the evaluation of teacher performance, and by whom and how often the performance of the teacher should be evaluated. In this study, in which the evaluation of teacher performance is investigated, it has been tried to reach how education administrators make sense of teacher performance by using a qualitative research model. In general, it has been seen that teacher performance depends on many factors. The fact that there are so many factors affecting teacher performance makes it difficult to measure performance. As a result, it has been concluded that the performance evaluation of the teacher is a process that is affected by many factors that cannot be tied to a single criterion, that their performance should be evaluated, that the evaluation to be made will be more beneficial for the teacher, the use of multiple evaluation methods and the evaluation to be made once a year will be sufficient.
