Sağlık hizmet sunucuları (SHS) hastalara sunmuş oldukları hizmetlerin karşılığını geri ödeme kurumlarından tam olarak almak isterken, ödeyici kurumlar da SHS'lere sunmuş oldukları hizmetleri mevzuat çerçevesinde ödemek amacıyla haksız ve fazla ödeme yapmamanın gayreti içindedir. Bu bağlamda, faturalama süreci içerisinde rakamsal, Medula sistemi kaynaklı, mevzuat karışıklığı gibi sorunlar oluşabilmektedir. Çalışmada üniversite hastanelerinin faturalama sürecinde karşılaştığı sorunların belirlenmesi amaçlanmıştır. Amaca ilişkin literatür taramasıyapılarak, Türkiye'de faaliyet gösteren üniversite hastanelerinin faturalama biriminde çalışan kişilere anket uygulanmıştır. Faktör analizi sonuçlarına göre üniversite hastanelerinin sorunlarının; kurumdan kaynaklı sorunlar, iç denetim kaynaklı sorunlar, Medula kaynaklı sorunlar, ödeyici kurum kaynaklı sorunlar ve fiyatlama kaynaklı sorunlar olduğu belirlenmiştir. Ayrıca, faturalama sürecindeki sorunların; üniversite hastanesinin faaliyet süresi, katılımcıların çalışma pozisyonları ve hastanede çalışma süresine göre farklılıklar gösterdiği tespit edilmiştir |

Healthcare providers want to receive full refund for their services from the repayment institutions, while the repayment institutions desire to pay back the services without any unjust situations and without an overpayment with respect to the legislation. In this regard, some numerical problems can occur in the invoicing process such as confusion in legislation due to Medula system. This study aims to investigate the problems that hospitals face during the invoicing system. The related literature was reviewed and a survey was conducted on employees working the invoicing unit at the hospitals in Turkey. Factor analysis results reveal that the problems that hospitals encounter originate from institution, internal audit system, Medula system, repayment institution and pricing. Furthermore, it was also found out that the problems in the invoicing process vary according to operating period of the university hospital, the participants positions and the working hours in the hospital |
