Bu tez Türkiye'nin son on yılda pratik ve resmi jeopolitik söylemlerle inşa edilen dış politikasında değişen sınır kavramını incelemeyi amaçlamaktadır. Bu değişim 2009-2019 yılları arasında Suriye sınırı için ortaya konan pratik ve resmi jeopolitik söylemler üzerinden incelenmiştir. Çalışmada klasik ve eleştirel jeopolitik kuramsal çerçeve olarak ele alınsa da çalışmayı besleyen kuram eleştirel jeopolitiktir. Eleştirel jeopolitiğe dayalı söylem analizi yöntem olarak kullanılmıştır. Tez, 2002 yılında AKP hükümetinin iktidara gelmesinin ardından eleştirel bir anlayış kazanan sınır kavramını komşularla sıfır sorun, eksen kayması, Yeni-Osmanlıcılık, model olma, proaktif diplomasi gibi güncel dış politika söylemleri çerçevesinde ele almıştır. Stratejik Derinlik ile inşa edilen eleştirel jeopolitik söylemlerin 2009-2016 yılları arasında hakim olduğu görülürken Arap Baharı ile başlayan değişimin ardından 2016 yılı sonrası klasik jeopolitik söylemler üzerine inşa edilmeye başlamıştır. Özellikle Suriye sınırında yaşanan gelişmeler odağında sınır kavramı üzerinden gerçekleşen söylemler eleştirel jeopolitik anlayışı terk ederek klasik jeopolitik anlayış üzerinden kurulmuştur. This thesis aims to examine the concept of the changing border in Turkey's foreign policy built with practical and official geopolitical discourses in the last decade. This change has been examined through the practical and official geopolitical discourses for the Syrian border between 2009-2019. Although classical and critical geopolitics is considered as a theoretical framework in the study, the theory that feeds the study is critical geopolitics. Discourse analysis based on critical geopolitics was used as a method. The thesis deals with the concept of border, which gained a critical understanding after the JDP government came to power in 2002, within the framework of current foreign policy discourses such as zero problems with neighbors, axis shift, Neo-Ottomanism, being a model, and proactive diplomacy. While it was seen that critical geopolitical discourses built with Strategic Depth were dominant between 2009 and 2016, after the change that started with the Arab Spring, it started to be built on classical geopolitical discourses after 2016. The discourses that took place over the concept of border, especially in the focus of the developments on the Syrian border, abandoned the critical geopolitical understanding and were built on the classical geopolitical understanding.
