Hükümet sistemlerinin temel vazifesi ülkelerdeki yasama yürütme ve yargı erklerinin işleyişini kolaylaştırabilmektir. Temel olarak yasama, yürütme ve yargı kuvvetlerinin birbiriyle olan ilişkisine göre hükümet sistemleri adlandırılır. Erkler ayrılığının günümüzde en fonksiyonel biçimde kullanıldığı model başkanlık modelidir. Bu sistemin başarılı uygulandığı devletlerden birisinin Amerika Birleşik Devletleri olduğu söylenebilir. Türkiye'de 2017 Anayasa değişikliği sonrasında yapılan halk oylaması ile parlamenter sistem kaldırılmış ve kendine özgü bir sistem olan cumhurbaşkanlığı hükümet sistemine geçiş yapılmıştır. Bu tez çalışmasında ABD Başkanlık Sistemi üzerinde durulmuş ve Amerika Birleşik Devletleri'ndeki Başkanlık Sistemi ile Türkiye'de uygulanan cumhurbaşkanlığı hükümet sisteminin mukayesesi yapılmıştır. Başkanlık modelinin ABD'de siyasi, kültürel tesirinin araştırılmasında ve ayrıca Türkiye'de uygulanan cumhurbaşkanlığı hükümet sistemi ile ilgili literatür taramasının içinde bilimsel kitap ve makalelerden faydalanılmıştır. The main task of government systems is to maintain the political situation in countries. Basically, government systems are named according to the relationship between the legislative, executive and judicial powers. The model in which the separation of powers is used most functionally today is the presidential model. The state where this system is most successfully applied is the United States of America. In our country, the parliamentary system was abolished with the referendum held after the 2017 Constitutional Amendment and the transition to the presidential government system, which is a unique system, was made. In this thesis, the US Presidential system has been emphasized and the Presidential system in the United States and the presidential government system applied in Turkey have been compared. Scientific books and articles were used in the research of the political and cultural impact of the presidential model in the USA and also in the literature review on the presidential government system applied in our country.
