Günümüzde kentler Dünya kara parçasının yalnızca %3'ünü oluşturmasına karşın nüfusun %50'sinden fazlasına ev sahipliği yapmaktadır. Aynı zamanda enerji tüketiminin %80'i ve sera gazı üretiminin %70-75'inden sorumludur. Oranların ciddiyeti göz önüne alındığında kentler; hem doğal çevrenin devamlılığının sağlanması hem refah seviyesi yüksek, eşitlikçi, sağlıklı bir toplum sağlanabilmesi için kilit çözüm noktası olarak kabul edilmiştir. Günümüzde birçok yerel yönetim sürdürülebilir kentleşmenin sağlanabilmesi için sürdürülebilir kalkınma ilkelerini benimsemiştir ancak yapısı itibari ile karmaşık fiziksel ve sosyal yapıya sahip kentlerde bu zorlu bir süreçtir. Kentsel sürdürülebilirlik değerlendirme araçları kentleşme faaliyetlerinde ve hizmetlerinde sistematik bir yaklaşım sergilemesi ile karmaşık sorunlara kontrollü yaklaşım sağlaması, bölgenin gereklilikleri ve hedefleri ile doğrudan bağlantı kurması, sürdürülebilir kalkınma göstergelerine dayalı, iklim değişikliğine dirençli, uzun vadede ekonomik ve ekolojik fayda sağlayan, tarafsız ve objektif yaklaşımı ile bu süreci kolaylaştırmaktadır ve yerel yönetimler tarafından sıklıkla tercih edilmeye başlanmıştır. Bu tez kapsamında dünyada kabul gören LEED Cities and Communities, BREEAM Communities ve ülkemizde yeni geliştirilmiş olan Yeşil Sertifika Yerleşme kentsel sürdürülebilirlik değerlendirme araçları bütünleştirilmiş SWOT-AHP olarak da adlandırılan A'WOT analizi ile toplamda 18 uzman görüşü alınarak değerlendirilmiştir. Analizde zayıf yönler, tehditlerin azaltılması; güçlü yönler, fırsatların artırılması ile sistemlerin geliştirilmesi ve zayıf yönlerde, tehditlerde tespit edilen faktörlerin diğer kentsel sürdürülebilirlik değerlendirme araçlarındaki güçlü yönlerde, fırsatlarda tespit edilen faktörler ile geliştirilmesi için TOWS matrisinden yararlanılarak stratejiler geliştirilmiştir. LEED Cities and Communities değerlendirme aracı için 14 strateji geliştirilmiştir. Geliştirilen stratejilerden 7 tanesine her ikisi olmak üzere BREEAM'ın 7, Yeşil Sertifika'nın 9 tanesine katkıda bulunabileceği görülmüştür. BREEAM Communities için 12 strateji geliştirilmiştir. Stratejilerden 4 tanesine her ikisi olmak üzere Yeşil Sertifika'nın 6, LEED'in 5 tanesine katkısı tespit edilmiştir. Yeşil Sertifika Yerleşme aracı için 12 strateji geliştirilmiştir. Stratejilerden 4 tanesine hem LEED hem BREEAM'ın birlikte katkısı olacağı belirlenmiştir. Belirlenen 4 strateji dışında LEED'in 2 stratejiye daha katkıda bulunabileceği düşünülmektedir. Son aşamada; ekolojik, ekonomik, estetik ve işlevsel ölçütler ile planlama, tasarım, onarım, yönetim alanında çalışma olanağına sahip olan peyzaj mimarlığı meslek disiplininin geliştirilen stratejilere yapabileceği katkılar tartışılmıştır. Geliştirilen tüm stratejiler değerlendirildiğinde, 13 stratejiye peyzaj mimarının doğrudan ve etkili bir şekilde katkıda bulunabileceği sonucuna ulaşılmıştır. Considering the seriousness of the rates, the cities; it has been accepted as the key solution point for both ensuring the continuity of the natural environment and providing a high level of welfare, egalitarian and healthy society. Today, many local governments have adopted the principles of sustainable development in order to achieve sustainable urbanization, but this is a difficult process in cities with complex physical and social structures. Urban sustainability assessment tools are based on sustainable development indicators, resistant to climate change, providing economic and ecological benefits in the long term, and with an impartial and objective approach, providing a controlled approach to complex problems with a systematic approach in urbanization activities and services facilitates this process and has been preferred by local governments frequently. Within the scope of this thesis, the globally accepted LEED Cities and Communities, BREEAM Communities and the newly developed Yeşil Sertifika Yerleşme urban sustainability assessment tools in our country were evaluated by taking the opinions of 18 experts in total with the integrated SWOT-AHP analysis. Weaknesses in analysis, mitigation of threats; strategies have been developed by using the TOWS matrix to develop systems by increasing strengths, opportunities and improving the factors identified in weaknesses and threats with the factors identified in strengths and opportunities in other urban sustainability assessment tools. 14 strategies have been developed for the LEED Cities and Communities assessment tool. It has been seen that 7 of the developed strategies can contribute to 7 of the BREEAM and 9 of the Yeşil Sertifika, both of which are developed. For BREEAM Communities, 12 strategies have been developed. Contribution to 6 of the Yeşil Sertifika and 5 of LEED, both of which are 4 of the strategies, were determined. 12 strategies were developed for the Yeşil Sertifika settlement tool. It was determined that both LEED and BREEAM would contribute to 4 of the strategies. It is thought that LEED can contribute to 2 more strategies apart from the 4 strategies determined. In the last stage; the contributions of the landscape architecture profession discipline, which has the opportunity to work in the field of planning, design, repair and management, with ecological, economic, aesthetic and functional criteria, to the developed strategies are discussed. When all the developed strategies are evaluated, it is concluded that the landscape architect can contribute to 13 strategies directly and effectively. These strategies are strengthening the local identity, ensuring the adaptation of the local people to the changes after the implementation, promoting the use of local plant species, incorporating simulation and long-term projections into the project process, strengthening the design and aesthetic aspect of the cities, determining and promoting the economic gain after the implementation, and the use of land use criteria for buildings. It includes topics such as integrating with the developed evaluation tools, increasing waste and disaster management.
