Çin'in Wuhan kentinde 2019'un son aylarında ortaya çıkan Covid-19 salgını hızlı bir şekilde yayılarak küresel bir salgın haline gelmiştir. Covid-19 salgınının yayılımında kentlerin nüfus yoğunlukları belirleyici olmuş ve salgın en çok kentsel nüfusu etkilemiştir. Kentle ilişki yoğunluğu az olan kırsal bölgeler ise salgından daha az etkilenmiştir. İnsan hareketliliği, nüfus yoğunluğu ve aşırı yoğun kentleşme gibi etmenler salgının yayılımını arttırmıştır. Ekonomik krizler, mesleki farklılıklar, eşitsizlikler, gelir dağılımı adaletsizliği ve yoksulluk, hayat pahalılığı, tüketim alışkanlıkları gibi sosyo-ekonomik faktörler de salgın hızında ve yayılmasında belirleyici olmuştur. Bu bağlamda nüfusun ve ekonomik ilişkilerin yoğunlaştığı merkezler olan kentlerde Covid-19 salgınına bağlı risklerin fazla olduğu görülmüştür. Covid-19 salgını, tüm toplumların hemen her kesiminde sosyal, politik ve ekonomik bozulmalara neden olmuştur. Covid-19 salgını neden olduğu zincirleme etkilerle birlikte, kentsel yaşamın tüm boyutlarını etkilemiş, kentli nüfusun yaşamını ve geçim kaynaklarını tehdit etmiş ve kentlerin dirençliliğini azaltmıştır. Salgının etkileri ülkeler, bölgeler, kentler ve kent içerisindeki mahallelerde bile çeşitlilik göstermiştir. Bu çeşitlilik, bireylerin kentsel mekânda salgınla mücadelede eşit şartlara sahip olmamalarından kaynaklanmaktadır. Kentlerde var olan eşitsizlikleri ve ayrışmaları derinleştiren salgın sürecinde, mekânsal eşitsizliklerin kapsamlı bir şekilde değerlendirmesine gereksinim duyulmuştur. Bu çalışmada, kentlerin tarihsel süreçteki salgınlardan nasıl etkilendikleri incelenmiş, ayrıca kentsel mekanın Covid-19 salgınında nasıl şekillendiği değerlendirilmiştir. Halk sağlığını etkileyen Covid-19 salgınının kent mekânı ve gündelik yaşam arasındaki ilişkisi ele alınmıştır. Alan çalışması olarak Mersin ili Tarsus kent merkezinde bulunan 47 mahalle belirlenmiştir. Tarsus kentinin seçiminde, kentin büyüklüğü, nüfus yoğunluğu, ekonomik yapısı ve çok kültürlü yapısı gibi özellikler belirleyici olmuştur. Bu doğrultuda, bu çalışma kent mekânı, salgın ve gündelik yaşam arasındaki ilişkiyi ele alarak, Tarsus kentinin Covid-19 salgınına karşı kırılganlığını etkileyen mekânsal, sosyo-ekonomik, ulaşım ve kentsel yoğunluk faktörleri analiz edilmiş ve kentin farklı kırılgan bölgeleri belirlenmiştir. Çalışmadan elde edilen bulgulara dayanılarak, kentin kırılganlığını azaltmaya, sağlıklı, dirençli bir kent olmasına yönelik kentsel politikalar ve mekânsal stratejiler geliştirilmiştir. The Covid-19 outbreak, which emerged in the last months of 2019 in Wuhan, China, has spread rapidly, and it has become a global pandemic. The population densities of the cities were decisive in the spread of the Covid-19 pandemic, and the urban population was affected mostly. Rural areas with less intensity of contact with the cities were less affected by the pandemic. Factors, for instance, human mobility, population density, and extreme urbanization have increased the spread of the pandemic. Socio-economic factors such as economic crises, occupational differences, inequalities, inequality of income distribution and poverty, cost of living, consumption habits, and have also been determinative in both the rate and the spread of the pandemic. In this context, it has been observed that the risks related to the Covid-19 outbreak are higher in cities. Since they are centers where the population and economic relations are concentrated. The Covid-19 pandemic has caused social, political, and economic disruptions in almost every part of the societies. Along with the knock-on effects which the Covid-19 pandemic caused, it affected all aspects of urban life, threatened the life and livelihoods of the urban population, and reduced the resilience of cities. The effects of the pandemic have varied across countries, regions, cities, and even within urban neighborhoods. This diversity is because of the fact that individuals do not have equal conditions in the fight against the pandemic in urban areas. During the pandemic, which deepened the inequalities and segregation existing in cities, a comprehensive assessment of spatial inequalities was needed. In this study, it was examined how spatial organizations were affected by pandemics in the historical process, and how spatial organizations were shaped in the Covid-19 pandemic. The relationship between the urban space and daily life during the Covid-19 pandemic, which affects public health, is argued. As a field study, 47 neighborhoods in the city center of Tarsus, were selected. Qualifications such as the size of the city, population density, economic structure, and multicultural structure were decisive in the selection of the city of Tarsus. In this direction, this study analyzes the spatial, socio-economic, transportation and urban density factors that affect the vulnerability of the city of Tarsus to the Covid-19 epidemic, by addressing the relationship between urban space, epidemic and daily life, and different vulnerable areas of the city are determined. After the evaluations, different fragile areas of the city were determined by analysis studies. Based on the findings obtained from the study, urban policies and spatial strategies have been developed to reduce the fragility of the city and to make it a healthy and resilient city.
