İşletmeler veya özel kişiler tarafından gerçekleştirilen muhasebe hileleri nedeniyle sosyal güvenlik sistemi her yıl büyük ekonomik yük altına girmektedir. Bu hilelerden en önemlisi sahte sigortalılıktır. Bu hile, hak etmediği halde sosyal güvenlik sisteminin getirdiği çeşitli ayrıcalıklardan yararlanmak amacıyla yapılmaktadır. Bu hilelere yönelik yapılan denetimler sonucunda caydırıcı cezalar verilmektedir. Ancak toplumsal bilinç oluşmadan bu hilelerin önlenmesi zor görünmektedir. Bu çalışmanın amacı, başta sahte sigortalılık ve sahte işyeri olmak üzere sosyal güvenlik sisteminde çokça karşılaşılan hile türlerini tanıtmak ve bu hilelerin önlenmesine yönelik çözüm önerileri getirmektir. Bu kapsamda sahte sigortalılık hilesini içeren vaka analizleri yapılmıştır. Araştırmada 2012-2022 yılları arasında Isparta Sosyal Güvenlik İl Müdürlüğü bünyesinde yapılan denetimlerde sahte sigortalılık hilelerini içerek altı adet vaka analiz edilmiştir. Vaka verileri doküman inceleme yöntemiyle elde edilmiştir. Vakalar nitel araştırma yöntemlerinden betimsel analiz yöntemiyle analiz edilmiştir. Çalışma sonucunda sahte sigortalılık hilelerine başvuran işletmelerin neredeyse tamamının Sosyal Güvenlik Kurumu'na ödenmemiş borçları bulunduğu, bu hilelerin genellikle hizmet sektöründeki işletmelerde yapıldığı, bu hilelere başvuran kişilerin sahip veya ortak oldukları diğer işletmelerde de bu hilelere başvurdukları ve bu hilelerin genellikle 30-60 yaş aralığındaki kişiler tarafından işlendiği tespit edilmiştir. The social security system comes under a great economic burden every year due to accounting frauds by businesses or private individuals. The most important of these tricks are fake insurance. This fraud is done in order to benefit from the various privileges brought by the social security system, although it does not deserve it. As a result of the inspections made for these frauds, deterrent penalties are given. However, it seems difficult to prevent these frauds without social awareness. The aim of this study is to introduce the most common types of fraud in the social security system, especially fake insurance, and fake workplace, and to offer solutions for the prevention of these frauds. In this context, case analyses involving fraudulent insurance fraud were conducted. In the research, six cases were analyzed including fraudulent insurance frauds during the inspections carried out within the body of Isparta Provincial Directorate of Social Security between the years 2012-2022. Case data were obtained by the document analysis method. The cases were analyzed with the descriptive analysis method, one of the qualitative research methods. As results of the study it has been seen that almost all of the businesses that apply to fake insurance frauds have unpaid debts to the Social Security Institution, that these frauds are usually done in the businesses in the service sector, that the people who apply for these frauds also resort to these frauds in other businesses they own or are partners with, that these fraudsters are generally in the 30-60 age range.
