Dijital dönüşüm ile birlikte finansal teknolojilerin devingen bir yapıda gelişmesi yeni bir merkeziyetsiz finans sistemini ortaya çıkarmıştır. Yeni oluşan bu finans sisteminin omurgasını blockchain teknolojisi oluşturmaktadır. Blockchain teknolojisi ile ortaya çıkan kripto paralar, sistemin en büyük uygulaması olup, geleneksel ekonominin dengesini değiştirmiştir. Finans sistemindeki bu değişim ve dönüşümün sonucu olarak geleneksel finansa (CeFi) alternatif olan merkeziyetsiz finans (DeFi) oluşmuştur. Bu bağlamda çalışmanın amacı, finans yöneticilerinin, finansal teknolojilerin büyük bir alanını oluşturan kripto para ekonomisi ve DeFi uygulamalarına yönelik algılarının tespitini belirlemektir. Ayrıca bu olgulardan nasıl fayda saplayıp geliştirilebileceğine dair bir yeni bir çerçeve oluşturmaktır. Bununla birlikte kripto para ekonomisinin finans ve bankacılık sektörüne entegrasyonuna ilişkin zorlukların ve süreçlerin derinlemesine betimlenmesi ve yorumlanması amaçlanmaktadır. Çalışmada nitel araştırma yöntemi kullanılmış ve fenomenolojik desen ile araştırma yürütülmüştür. Araştırma öncesinde 6 finans yöneticisi ile pilot görüşmeler yapılmış ve sonrasında 21 finans yöneticisi ile derinlemesine görüşülmüştür. Söz konusu görüşmeler, MaxQDA 2022 programı ile analiz edilmiştir. Araştırma sonucunda kripto para ekonomisinin ve DeFi'nin gelecek vaad ettiği görülmüştür ancak mevcut durum itibarıyla finans yöneticilerinin olumsuz bir algı içerisinde olduğu, Türkiye'de bazı kamu ve özel sermayeli finans kurumlarında bu teknolojilere ilişkin altyapı ve entegre çalışmalarının olduğu gözlemlenmiştir. Fakat kripto para ekonomisinin hukuki dayanağının henüz olmadığı, yasal mevzuat çalışmalarının devam ettiği sonucuna ulaşılmıştır. Yasal mevzuatın oluşması durumunda görüşme yapılan finans yöneticilerinden kurumsal olarak kripto paraları benimseyerek mobil bankacılık uygulamalarına entegre edeceklerine ilişkin fikir birliğine varıldığı gözlemlenmiştir. Son olarak kripto para ve DeFi uygulamalarının kullanımında Türkiye açısından yasal mevzuatla birlikte dini faktörlerin de etkili olduğu ve katılım bankaları için dini caiziyet gerektirdiği sonucuna ulaşılmıştır. The development of financial technologies in a dynamic structure with digital transformation has created a new decentralized financial system. The backbone of this new financial system is blockchain technology. Cryptocurrencies, which emerged with blockchain technology, are the biggest application of this system and have changed the balance of the traditional economy. As a result of this change and transformation in the financial system, decentralized finance (DeFi) has emerged as an alternative to traditional finance (CeFi). In this context, the aim of the study is to identify the perceptions of finance managers towards the cryptocurrency economy and DeFi applications, which constitute a large area of financial technologies. It also aims to create a new framework on how to benefit from and develop these phenomena. In addition, it aims to describe and interpret the challenges and processes related to the integration of the cryptocurrency economy into the finance and banking sector in depth. The qualitative research method was used in the study and the research was conducted with a phenomenological design. Prior to the research, pilot interviews were conducted with 6 financial managers and then in-depth interviews were conducted with 21 financial managers. These interviews were analyzed with the MaxQDA 2022 program. As a result of the research, it was observed that the cryptocurrency economy and DeFi are promising, but as of the current situation, finance executives have a negative perception, and some public and private capital financial institutions in Turkey have infrastructure and integrated studies on these technologies. However, it has been concluded that the cryptocurrency economy does not yet have a legal basis, and legal legislation studies are ongoing. It has been observed that there is a consensus that the interviewed financial managers will adopt cryptocurrencies institutionally and integrate them into mobile banking applications in the event of the formation of legal legislation. Finally, it was concluded that the use of cryptocurrency and DeFi applications in Turkey is influenced by religious factors as well as legal legislation and requires religious permissibility for participation banks.
