KOBİ'ler Türkiye'de işletmelerin çekirdeğini oluşturan ekonomiye katkılarından dolayı hayati öneme sahip küçük ve orta büyüklükteki işletmelerdir. Ülke ekonomileri açısından önemli bir yere sahip KOBİ'ler, başta istihdam olmak üzere sorunları çözmekte çoğu zaman yetersiz kalmakta destek ve teşvik programlarına başvurmaktadır. Ülkemizde bu sorunların çözülmesi yönünde KOBİ'lere süreklilik sağlayabilecek desteklerin verilmesi yönünde etkin rol oynayan kurumların başında KOSGEB gelmektedir. Çalışmamız kapsamında KOBİ'lerin yapısal durumları ele alınmış, KOBİ'lerin ekonomik önemi ve karşılaştıkları sorunlarla ilgili ayrıntılı bilgiler verilmiş ve KOBİ'lerin istihdam açısından desteklenmesinin önemi ve Türkiye'de KOBİ'lere sağlanan teşviklerin ekonomik açıdan etkisi tartışılmıştır. Bu aşamada KOSGEB'in genel yapısı ve KOSGEB'in KOBİ'lere istihdam için sunduğu destek programları detaylı olarak anlatılmıştır. Çalışmanın araştırma bölümünde, Isparta ili kapsamında 2018-2022 yılları arasında ekonomik açıdan KOSGEB destek ve teşviklerinden yararlanan 80 işletme örneklem grubuna dahil edilmiş ve bu işletmelere genel istihdam değerlendirmeleri ve sağlanan KOSGEB destekleri üzerine anket uygulanarak genel değerlendirmeler yapılmıştır. Çalışmamız kapsamında incelenen TÜİK ve KOSGEB verilerine göre Isparta ilinin ekonomik göstergelerinin Türkiye'nin mali teşvik göstergeleri ile benzer özellikler gösterdiği görülmüştür. Bu durum yapılan çalışmanın ülke geneli için bir bakış açısı oluşturabilmesi açısından önemli etkiye sahiptir. Anahtar Kelimeler : KOSGEB, Mali Teşvik, Isparta, KOBİ. |

SMEs are small and medium-sized enterprises that constitute the core of businesses in Turkey and are of vital importance due to their contribution to the economy. SMEs, which have an important place in terms of country economies, are often inadequate in solving problems, especially employment, and resort to support and incentive programs. In our country, KOSGEB is one of the leading institutions that play an active role in providing sustainable support to SMEs in solving these problems. Within the scope of our study, the structural situation of SMEs was discussed, detailed information was given about the economic importance of SMEs and the problems they face, and the importance of supporting SMEs in terms of employment and the economic impact of the incentives provided to SMEs in Turkey were discussed. At this stage, the general structure of KOSGEB and the support programs offered by KOSGEB to SMEs for employment are explained in detail. In the research part of the study, 80 businesses that benefited from KOSGEB supports and incentives economically between 2018-2022 within the scope of Isparta province were included in the sample group and general evaluations were made by applying a survey on general employment evaluations and KOSGEB supports provided to these businesses. According to TUIK and KOSGEB data examined within the scope of our study, it has been observed that the economic indicators of Isparta province show similar characteristics with the financial incentive indicators of Turkey. This situation has an important effect in terms of the study being able to create a perspective for the whole country. Keywords : KOSGEB, Financial Incentive, Isparta, KOBI. |
