Süleyman Demirel Üniversitesi, Sosyal Bilimler Enstitüsü, Avrupa Birliği Çalışmaları ana bilim dalında tamamlanan Doktora tezi olarak hazırlanan çalışma, Türkiye'nin Bosna – Hersek'e yönelik yumuşak güç uygulamaları konusunda yapılan detaylı bir araştırmayı içermektedir. Bu tezin amacı, Türkiye'nin kamu diplomasisi faaliyetleriyle üretebildiği yumuşak gücünü analiz etmek, yumuşak gücünü inşa eden kamu diplomasisi kurumlarını incelemek ve Bosna – Hersek'e yönelik yumuşak güç uygulamalarını nitelik ve nicelik yönünden tespit edebilmektir. Araştırma, güç kavramına yönelik literatürü derinlemesine inceleyerek başlamıştır. Literatür taraması, gücün tanımı, kavrama yönelik farklı düşünceleri ve gücün çeşitlenmesi ile kavramın zaman içerisindeki dönüşümüyle ortaya çıkan yumuşak güç olgusuna dair önemli bulgulara ulaşmamızı sağlamıştır. Bu çalışmada, Türk kamu diplomasisi kurumlarının kapasiteleri güncel veriler ışığında ortaya konulmaya çalışılmış, yumuşak güç uygulamaları ve sonuçları yapılan faaliyetler çerçevesinde değerlendirilmiştir. Özellikle Türkiye'nin Bosna – Hersek'e yönelik yumuşak gücünün hedef kitlesi tespit edilmeye çalışılmıştır. Araştırma, kamu diplomasisi kurumlarının yumuşak güç faaliyetlerini nitel ve nicel araştırma yöntemleri ile belirlemiş; belge, rapor ve kayıt incelemeleri ile veri toplamaya çalışmıştır. Veriler, yumuşak güç uygulamalarını uygulayan kamu kuruluşlarının hem Bosna – Hersek'teki yerel temsilciliklerinden hem de merkezi teşkilatları tarafından yayımlanan faaliyet raporlarından toplanmış ve analiz edilmiştir. Elde edilen sonuçlar, Türkiye'nin Bosna – Hersek'te önemli bir yumuşak güç aktörü olduğu, aktif kamu diplomasisi kurumlarıyla etkili sonuçlara ulaşabildiği ve hedef kitlesi olarak Müslüman Boşnakları belirlediği şeklinde sunulmuştur. Çalışmasının önemi, Türk Dış Politikası alanındaki bilgi birikimine katkıda bulunması ve kamu diplomasisi ile yumuşak güç faaliyetleri gibi alanlarda potansiyel uygulamalara ışık tutmasıdır. Sonuç olarak, bu tez çalışması, Türkiye'nin yumuşak gücü konusunda yapılan özgün bir araştırmayı sunmakta ve alanındaki literatüre katkıda bulunmayı amaçlamaktadır. This study, prepared as a doctoral thesis in the Department of European Union Studies at Süleyman Demirel University, Institute of Social Sciences, comprises a detailed research on Turkey's soft power applications towards Bosnia and Herzegovina. The aim of this thesis is to analyze Turkey's soft power generated through its public diplomacy activities, examine the public diplomacy institutions that contribute to the construction of soft power, and identify the qualitative and quantitative aspects of Turkey's soft power applications towards Bosnia and Herzegovina. The research begins by delving into the concept of power through a comprehensive review of the literature. The literature review reveals significant findings regarding the definition of power, various perspectives on the concept, and the emergence of the notion of soft power resulting from the diversification of power and its transformation over time. This study attempts to present the capacities of Turkish public diplomacy institutions based on current data and evaluate soft power applications and their outcomes within the framework of conducted activities. Particularly, the target audience of Turkey's soft power towards Bosnia and Herzegovina is sought to be determined. The research identifies soft power activities of public diplomacy institutions through qualitative and quantitative research methods, and data is collected through document, report, and record reviews. The data is gathered from both the local representations of public institutions implementing soft power activities in Bosnia and Herzegovina and the activity reports published by their central organizations. The results indicate that Turkey is a significant soft power actor in Bosnia and Herzegovina, capable of achieving effective results through active public diplomacy institutions, and that it identifies the Muslim Bosniaks as its target audience. The significance of this study lies in its contribution to the knowledge base in the field of Turkish foreign policy and its potential to shed light on areas such as public diplomacy and soft power activities. In conclusion, this thesis aims to present an original research on Turkey's soft power and contribute to the existing literature in the field.
