Kadın hakları kapsamında dünyada 1900'lü yıllarda başlayan kadın hareketleri özellikle 1970'li yıllarda kadına yönelik şiddetin gündeme gelmesine ve kamuoyunda gündem oluşturmasına neden olmuştur. Kadın hareketlerinin etkisiyle kadına yönelik şiddet konusu kurumsallaşmış ve uluslararası sözleşmelerin konusu haline gelmiştir. Bu açıdan önemli görülen kadına yönelik şiddet konusunda 11 Mayıs 2011'de Avrupa Konseyi Sözleşmeleri'nden biri olan İstanbul Sözleşmesi imzalanmıştır. Çalışmayla siyasal iktidarın ve siyasal muhalefetin Türk basınında İstanbul Sözleşmesi'ni nasıl tartıştığını tespit etmek amaçlanmıştır. Çalışmada; özellikle son birkaç yıldır iktidar (AKP) ve muhalefet (CHP) yetkililerinin sıkça tartışma konusu haline gelen İstanbul Sözleşmesi'ne yönelik Sabah, Yeni Şafak, Posta, Hürriyet, Sözcü ve Cumhuriyet gazetelerinde yer alan sözleşmenin imzalanma, yürürlüğe girme, feshedilme ve ayrılma tarihlerindeki haberler, 30 gün ileri/30 gün geri gidilerek, 60 günlük periyotlar halinde taranmıştır. Bu kapsamda gazete haberlerinde yer alan AK Partili ve CHP'li yetkililerin açıklamalarından elde edilen veriler, içerik çözümlemesi yöntemi kullanılarak incelenmiştir. Within the scope of women's rights, women's movements that started in the world in the 1900s and violence against women, especially in the 1970s, created a public agenda regarding the fight against violence against women, and became institutionalized with the influence of women's movements and became the subject of international agreements. In this context, one of the agreements that was given great importance within the scope of international agreements was the Istanbul Convention, which was signed on 11 May 2011 and terminated on 20 March 2021 and is one of the Council of Europe Conventions. The aim of the study is to determine how the political power and the political opposition discuss the Istanbul Convention in the Turkish press. In the study; News on the signing, entry into force, termination and withdrawal dates of the contract published in Sabah, Yeni Şafak, Posta, Hürriyet, Sözcü and Cumhuriyet newspapers regarding the Istanbul Convention, which has become a frequent subject of discussion among the ruling (AKP) and opposition (CHP) officials, especially in the last few years. It was scanned in 60-day periods, going 30 days forward/30 days back. In this context, the data obtained from the statements of AK Party and CHP officials in newspaper news were examined using the content analysis method.
