Münâsebet Kur'ân sûrelerinin ve âyetlerinin birbirleriyle ilişkisini gösteren bir ilimdir. Âyetlerin bribiri ardına gelmesinden ikincil anlamlar ortaya çıkar. Meâni ilmi de aynı şekilde âyetlerin manalarını inceleyen bir ilimdir. Bu araştırmada Rûm suresi kendisinden önceki ve sonraki sureler ile olan münasebetleri ve meâni ilminin inşa kısmında yer alan istifham, emir ve nehiyler açısından tahlil edilmiştir. Giriş bölümünde nazm ve münâsebet sözcüklerinin tanımları incelenmiş; ardından münâsebet ilmine dair yapılan çalışmaların aşamaları açıklanmıştır. Birinci bölümde Rûm Sûresi'nin adı ile muhtevasına yer verilmiş, sûrenin başlangıcı ile sonu arasındaki irtibat üzerinde durulmuş ve Rûm sûresinin kendisinden önceki ve sonraki sûrelerle ilişkileri ele alınmıştır. İkinci bölümde Rûm Suresi'nin ana hedefleri dört ana başlık altında toplanmıştır. Rumların Persler karşısında zafer kazanacağı va'di ile inananlara teselli verilmesi, hakikatler anlatılarak inkâr edenlere öğüt verilmesi, akıbet hatırlatılarak kendilerinden daha güçlü olan önceki toplumların helaklerinin anlatılması, kevnî ve enfûsî deliller getirilerek ulûhiyetin ve vahdâniyetin ispat edilmesi, muhatapların şirki terk edip tevhid dini İslâm'a sarılmaya davet edilmeleridir. Tezin üçüncü bölümünde Meânî ilmi içinde yer alan istifhâm, emir, nehiy gibi bazı talebî inşâ üslûplarından söz edilmiş ve bu sûre içindeki te'kit üslûbu araştırılmıştır. Bununla ilişkili olarak te'kit edatlarının çoğunlukla istifhâmın aktarılmasının ardından getirildiğine dikkat çekilmiştir. Müşriklerin inkârı arttıkça, Allah Teâlâ'nın vahdâniyetinin ve ortaktan münezzeh olduğunun isbatı; ayrıca yeniden diriltmenin delillendirilmesi için te'kit edatları Kur'ân'da daha fazla zikredilmiştir. Sûredeki emirlerin çoğu müşriklerin tehdit edilmesi, kınanması ve uyarılması bağlamında kullanılmıştır. Araştırmanın sonuç bölümünde ulaşılan önemli neticeler belirtilmiştir. The science of appropriateness is one of the most important sciences of the Qur'an, and the most indicative of the miracle of its statement, and the connection between its verses and surahs. It is the secret of eloquence because it leads to the realization of the conformity of the meanings to what is required by the situation. This research includes an introduction and definition of the topic, the definition of nizam in language and terminology, then the definition of proportionality in language, terminology and in Qur'anic sciences. Then start the chapters of the thesis: Chapter One: Aspects of symmetry in Surah Rum and the Surah before and after it: In which discusses the ways in which the Surah and its name are intertwined, then the proportionality between the opening and closing of Surah al-Rum, and then the proportionality between Surah al-Rum and what comes before and after it. Chapter Two: The purpose and overall objectives of Surat al-Rum: Through the Surah's overarching purpose and objectives: You will recognise the theme of Surat al-Rum, which is: Comforting the believers in the harm that befalls them from the polytheists and holding fast to this religion with the oneness of Allah, with evidence from the signs of Allah in the formation of the order of the world and the order of human life, and that all things are in the hands of Allah. Then dividing the purposes of Surat al-Rum into four sections: The first purpose: Amusing the believers with the promise of the victory of the Romans over the Persians and the victory of the believers. The second purpose: Addressing the disbelievers for not thinking about the truth and the struggles of the previous stronger ones. The third purpose: Presenting examples of the cosmic and psychological signs of divinity and oneness. The fourth purpose: Persistence and adherence to this true religion and the negation of polytheism, while threatening the polytheists and announcing to the believers and the Prophet (peace be upon him) that the religion will prevail. Chapter Three: Faces of regularity and proportionality in sentence construction. In this chapter, I examine some of the constructional techniques required by semantics, such as: Interrogation, command, and prohibition, as well as the technique of emphasis.
