Bu araştırmada Web Tabanlı Uzaktan Eğitimde (WTUE) verilen Mesleki ve Teknik Eğitimdeki derslerin internet Temelli Ölçmeleri (İTÖ) için yeni bir ölçme sistemi geliştirilmiştir. Araştırmaya, WTUE'de kullanılan ölçme-değerlendirme yöntemlerinin mevcut durumunu tespit etmek amacıyla öğretim elemanlarının görüşlerini toplayan bir anket düzenlenerek başlanmıştır. Bu anket sonucunda Mesleki ve Teknik Eğitimdeki dersler için WTUE'de kullanılan mevcut ölçme değerlendirmelerinde sistemlerin tam anlamıyla yeterli geldiğini düşünenlerinin % 20 olduğu görülmüştür. Tez çalışması sonucunda geliştirilen sistem; öğretim elemanı ve öğrenci arayüzü bulunan, mantık devreleri dersinin mantıksal denklemleri sadeleştirme konusunu ele alarak, soru, soru bankası, çözüm üretme, çözüm aşamalarında esnek puanlama ileöğrencinin çözümünün puanlanmasını sağlayan bir internet temelli ölçme motorudur (İTÖM). Bu motor, mantıksal ifadeleri hem denklemlerine hemde mintermlerine göre sadeleştirme yaparak çözüme ulaşabilmektedir. In this study, a new measuring system has been developed for internet based measurements of the courses taken in vocational and technical web based distance education. The research has begun with a survey gathering opinions of lecturers with a view to identify the current situation of the assessing and evaluating methods used in web-based distance education. According to this survey, it is seen that the proportion of the ones who think the systems, used in web-based distance education for the evaluation of the courses in vocational and technical education, are fully sufficient is % 20 (twenty percent). The system being developed after the thesis study is an internet based measuring engine including lecturers and student interface that provides flexible scoring and scoring of the students' solution in the questions, question bank and solution generating, solutions stages taking on the subject of simplification in logic circuits course(İTÖM). This engine can come at the result by simplifying logical expressions according to both its equations and minterms.
