Doktora tezi olarak hazırlanan bu çalışmada, sertifikalı orman kaynaklarının ve sertifikalı orman ürünleri ticaretinin Türkiye.deki mevcut durumu, orman endüstri işletmelerince sertifikalı hammadde temini, işleyişi ve prosedürlerine yer verilmiştir. Buna ek olarak, uzman grubunun ülkemizdeki sürdürülebilir orman yönetimi ve sertifikalandırma faaliyetleri hakkındaki görüşlerini belirlemek amaçlanmıştır. Bu amaçla ilk olarak, ülkemizde faaliyet gösteren orman ürünleri ihracatı ve ithalatı yapan işletmelerin sertifikalandırma ile ilgili yaşadıkları sorunların tespiti ve konu hakkındaki bilgi düzeyleri hazırlanan bir anket çalışmasıyla belirlenmiştir. Sürdürülebilir orman yönetimi ve sertifikalandırmayla ilgili çalışmalar yürüten bilim insanlarından ve orman kaynakları yönetiminde görev yapan personelden oluşan uzman grubuna konuya ilişkin bakış açılarını belirlemek için anket çalışması yapılmıştır. Sertifikalı orman ürünleri, gelişmiş ülkelerde ve özellikle Avrupa Birliği ülkelerinde oldukça önemli bir pazara sahiptir. Bu pazarlarda yer edinmeye çalışan ülkemiz orman endüstrisi sektörü, talep edilen sertifikayı sağlamak ve sertifikalı orman ürünleri ticareti yapabilmek için gerekli prosedürleri uygulamaktadır. Orman endüstrisi sektöründe sertifikalı ürünlerin önem arz ettiği ve işletmelerin % 90.ınca CoC sisteminin gerekli olduğu düşüncesine sahip olduğu anlaşılmıştır. Dünya.da ve Türkiye.de, FSC Sertifikası en yaygın CoC sistemidir. İşletmelerden en çok talep edilen sertifika FSC CoC olmuştur. Türkiye.de, özellikle kağıt sanayi, CoC sertifika sisteminin en çok kullanıldığı sektördür. CoC sisteminin dünya genelindeki büyüme hızı % 20.ler civarında iken ülkemizde bu hızın daha fazla olduğu tespit edilmiştir. Uzmanlar, Orman Genel Müdürlüğü.nün sertifikalı odun üretmesi gerektiğini vurgulamıştır. Uzman grubu oluşturan bilim insanları ile orman yöneticileri arasında ülkemizdeki ormancılık faaliyetleri konusunda fikir ayrılıklarının olduğu tespit edilmiştir. Ayrıca, sertifikalı ürün ticareti yapabilmek için işletmelere sertifikalandırma yönetim sisteminin nasıl kurulacağı, çalışmaların yürütülürken nelere dikkat edileceği ve diğer prosedürler hakkında geniş bilgilere yer verilerek, işletmelerin faydalanacağı bir rehber oluşturulmaya çalışılmıştır. In this study, presented as a Ph.D. thesis, it is aimed to present situation of forest management certification and chain of custody certification system in Turkey, certified raw material procurement, process and procedures of chain of custody for forest products industries. In addition, Views of expert groups are tried to be determined about sustainable forest management and certification activities in Turkey. For this purpose, firstly, in Turkey, a survey was prepared to identify the problems in the certificate of forest products companies engaged in exports and imports and to inquiry the level of knowledge on this subject. A survey was prepared to experts that is formed by the staff serving as forest resources managers and the scientists who are carrying out researches on sustainable forest management and certification. Certified forest products have an important market in developed countries especially in European countries. Turkish forest industry sector, for the purpose of certified wood products trading and to make a progress in these markets, apply necessary procedures needed for the demanded certification. Certified products have important role in forest industry sector and companies think that they need CoC 90 %. The must common CoC system throughout the Turkey and the World is FSC Certification. FSC CoC is the most recquired certification in companies. Especially CoC is used mostly in paper industry in Turkey. While growth rate of CoC throughout the world is about 20 %, the growth rate was found faster in Turkey. Expert emphasized that General Directorate of Forestry is supposed to produce certified wood. There has been conflict between the scientists and forest managers which constitute experts, about Turkey.s forest practices. For the purpose of certified products trading, a guide was tried to be prepared showing to companies how to establish CoC management system, what kind of measures must be taken during the process and how to include some information about other procedures.
