ve işlevsel etkileri ile kentin en önemli yeşil alan ögesi, aynı zamanda kent peyzajının tamamlayıcısıdır. Bu çalışmanın amacı, kent ormanı kavramsal çerçevesini, yasal ve yönetsel boyutunu irdelemek, bütüncül ve sürdürülebilir bir kent ormanı yönetim planı modelini Isparta kent ormanı örneğinde tartışmaya açmaktır. Bu çalışmada uydu görüntüsünden yararlanarak CBS tabanlı ağaç envanteri yöntemiyle Isparta kent ormanının ağaç envanteri ortaya konulmuştur. Kent insanı ve uzmanlara yapılan anket çalışması ile kavramsal algılamalar, eğilimler ve talepler belirlenmiştir. Isparta kent ormanının mevcut durumun tespiti, yönetim amaçlarının ve önceliklerinin belirlenmesi ve analizi için GZFT tekniği kullanılmıştır. Doğal ve kültürel veriler dikkate alınarak kent ormanının rekreasyonel potansiyeli belirlenmiş ve kullanıcı talepleri doğrultusunda bir kent ormanında olması gereken mekânsal işlevler için mekânsal uygunluk analizi yapılmıştır. Çalışma sonucunda, Isparta kent ormanı özelinde ve Türkiye’deki kent ormanları genelinde kavramsal, yasal ve yönetsel boyutta mevcut sorunlar ortaya konulmuş, çözüm önerileri ile bütüncül eylem programları oluşturulmuştur. The urban forests arising out of the necessity and obligation of the urban areas, along with their aesthetic and functional impacts, are the most important elements of the urban green spaces, and an integral part of the urban landscape. The purpose of this study; is to discuss the conceptual framework and related legal and administrative aspects of urban forests; and to initiate a debate on a holistic and sustainable model of urban forest management plan, based on Isparta urban forests example. In this study, inventory of trees in Isparta urban forests has been introduced using satellite imagery with GIS-based methods. The conceptual perception, trends and demands about the urban forests have been determined by a survey conducted among the urban residents and the experts. The SWOT analysis technique was used to determine the current state, the administrative objectives and the priorities of the urban forests in Isparta. The recreational potential of the urban forests was determined using natural and cultural data; and spatial suitability analysis was conducted for spatial functions that are necessary in an urban forest, in parallel with the demands of its users. In conclusion, in the specific case of Isparta urban forest and in general Turkey urban forests scale; the problems identified in the conceptual, legal and administrative levels; the solution ideas along with sustainable and holistic management plans have been proposed.
