Türkiye'de ormanların tamamına yakınının mülkiyeti devlete aittir ve Orman Genel Müdürlüğü (OGM) tarafından yönetilerek işletilmektedir. OGM, 2011 yılından başlayarak yönetimindeki ormanların bir kısmına FSC orman yönetim sertifikası almaktadır. 2016 yılı itibarı ile 29 orman işletme müdürlüğü ve 1 işletme şefliği FSC sertifikası almıştır. Yüksek Lisans tezi olarak hazırlanan bu çalışmada, ormancılıkta sertifikasyonun geçmişi, başlıca sertifikasyon işlemleri hakkında bilgiler sunulmuş ve Türkiye'deki FSC sertifikalı orman kaynaklarının sertifikasyon süreci sonrasındaki mevcut durumu ve Türkiye ormancılığına katkıları incelenmiştir. Araştırmanın birincil verileri anket tekniğinden yararlanılarak, ikincil veriler ise bu konuda yapılan çalışmalar, kitaplar taranarak elde edilmiştir. Anket formunda toplam 47 adet soru mevcut olup, orman yönetim sertifikası verilen ormancılık birimlerindeki gelişmelerin belirlenmesine yönelik hazırlanmıştır. Anket tekniği ile elde edilen veriler istatistik paket program (SPSS 20) vasıtasıyla analiz edilmiştir. Verilerin normal dağılım göstermemesi sebebiyle parametrik olmayan testlerden Kruskal Wallis testi ve ki-kare testi kullanılarak veriler değerlendirilmiştir. Yapılan bu çalışmanın sonucunda, Türkiye'deki orman yönetim sertifikasyonunun ormancılık uygulamalarında; iş güvenliği ve işçi sağlığı, idarede şeffaflık ve toplumu bilgilendirme, çevresel etki değerlendirilmesi uygulamaları ve çevre hassasiyeti ve uygulamaların izlenmesine olumlu etkiler kazandırdığı tespit edilmiştir. Öte yandan; sertifika dolayısıyla üretim, talep ve satışlar ile ürün fiyatlarının artışında olumlu bir gelişme olmadığı görülmüştür. Böylece orman yönetim sertifikasyonunun Türkiye'deki ormancılık uygulamalarına olumlu çevresel ve sosyal katkılar sağlarken, ekonomik olarak olumlu katkılar sağlamadığı ortaya çıkmıştır. Almost all of the forests in Turkey are owned by the state and they are managed by General Directorate of Forestry (GDF). GDF has been getting forest management certified some of its forests by FSC since 2011. As of 2016, 29 forest district directorates and 1 forest sub-district directorate become certified. In this study, presented as a M.Sc. thesis, it is aimed to investigate history of forest certification and primary certification schemes with present situation and contributions of FSC certified forest resources in Turkey after certification process. Primary data of this study is obtained by questionnaire method and secondary data is obtained from the searches that are conducted on books and studies on this subject. There are 47 questions in questionnaire form which aims to determine the developments in forestry units that have forest management certificates. A statistical software (SPSS 20) is used to analyze the data which is obtained by questionnaire method. Due to non-normal distribution of the data, non-parametric Kruskal-Wallis and Chi-Square tests are used for evaluation. In the result of this study, it is seen that forest management certification applications in Turkey has positive effects on subjects like occupational health and safety, transparency in management and informing public, environmental impact assessment practices, environmental sensitivity and monitoring practices, on the other hand it has not any positive effects on subjects like production, demand, sales and forest product prices. As conclusion it is revealed that forest management certification applications in Turkey has positive contribution for forest practices on environmental and social issues but it has no positive contribution on economic issues.
