Orman amenajman planları yakın bir geçmişe kadar sadece odun hammaddesi üretimi odaklı düzenlenmiştir. Ancak günümüzde orman kaynaklarının biyolojik çeşitlilik, karbon depolama, erozyonu önleme, rekreasyon vb. gibi işlevlerinin öneminin artmasıyla bu işlevlerin de planlanması zorunluluğu ortaya çıkmıştır. Bu nedenle çalışmada eski ve yeni planlama çalışmaları İzmir Orman Bölge Müdürlüğü örneğinde incelenmiştir. Bu amaçla, anket yöntemi ile elde edilen veriler SPSS 20 istatistik paket programı kullanılarak analiz edilmiştir. Elde edilen veriler Kolmogorov-Smirnov ve Shapiro-Wilk testleri ile denetlenmiş ve verilerin normal dağılıma sahip olmaması nedeni ile analizlerde Mann-Whitney U testi ve Kruskal Wallis H testleri kullanılmıştır. Ayrıca konunun açıklanmasında frekans ve yüzde değerlerden de faydalanılmıştır. Çalışma sonuçlarına göre, amenajman planları hazırlanırken göz önünde bulundurulması gereken en önemli işletme fonksiyonları biyolojik çeşitlilik ve odun üretimidir. Mevcut amenajman planlarının uygulanmasında yaşanan sorunlar arasında, planda yer alan eta miktarları ile silvikültürel eta miktarlarının uyumsuzluğu ilk sırada yer almaktadır. Amenajman planları hazırlanırken piyasanın talep ve beklentilerinin (pazar durumu) dikkate alınması ve ekolojik fonksiyonlara göre düzenleme yapılırken, biyolojik çeşitliliğe ve odun dışı orman ürünlerine yeterince önem verilmesi görüşlerine personelin büyük çoğunluğu katılmaktadır. Buna göre, amenajman planları hazırlanırken; orman ekosisteminin ekonomik, ekolojik ve sosyal fonksiyonlarına ait ölçütlerin göz önünde bulundurulması gerektiği, piyasanın talep ve beklentilerinin dikkate alınması gerektiği ve planların uygulama süresi sonunda denetlenmesi gerektiği tez çalışması sonucunda önerilmektedir. Forest management plans have only recently been organized with a focus on the production of wood-based raw materials. But, today with the increase in forest resources functions such as biodiversity, carbon storage, erosion prevention, and recreation necessity of planning these resources has emerged. For this reason, old and new planning studies in the study were examined in the example of İzmir Regional Directorate of Forestry. For this purpose, the data obtained by the questionnaire method were analyzed using the SPSS 20 statistical package program. The obtained data were analyzed by Mann-Whitney U test and Kruskal Wallis H tests. In addition, frequency and percentage values were also used in the explanation of the matter. According to the results of the study, the most important management objectives that should be taken into consideration when preparing the management plans are biodiversity and wood production. Among the problems experienced in the implementation of current management plans, the incompatibility of the quantities of allowable cut and silvicultural allowable cut amounts in the plan takes the first place. The majority of the personnel participates in the views on the importance of biodiversity and non-wood forest products while giving consideration to the demands and expectations of the market and arranging according to ecological functions while preparing the management plans. According to this, while preparation of the management plans; it is suggested that the criteria of economic, ecological and social functions of the forest ecosystem should be taken into consideration, the demands and expectations of the market should be taken into consideration and the plans should be inspected at the end of the implementation period Keywords: Planning, functional planning, forest management plans, management objectives, İzmir Regional Directorate of Forestry. |
