Bu çalışma, üniversite hastanelerinin kuruluşları, yönetsel ve mali yapıları ile mali yapıları içerisinde döner sermaye sisteminin işleyişini irdelemeyi amaçlamıştır. Çalışma üç bölümden oluşmaktadır. Çalışmanın birinci bölümünde sağlık kavramı ve hastane olgusuna değinilmiş, tarihsel süreç içerisinde üniversite hastanelerinin gelişimi, kuruluşları ve yönetsel yapıları anlatılmaya çalışılmıştır. Yine bu bölümde, üniversite hastanelerinden faydalanan hastalar ele alınmış ve gelir elde etme süreci açısından sınıflandırılmaya tabi tutulmuştur. İkinci bölümde üniversite hastanelerinin mali yapıları incelenmiştir. Döner sermaye sisteminin işleyişi genel olarak anlatılmış, üniversite döner sermaye işletmelerinin kuruluşu, işleyişi, yönetsel yapısı incelenmiş ve üniversite hastanelerine ait gelirlerin tahakkuku, tahsilatıyla ilgili takip edilen süreç anlatılmıştır. Elde edilen döner sermaye gelirlerinin nasıl harcamaya dönüştürüldüğü, yapılması zorunlu yasal ödemeler ve üniversite döner sermaye işletmelerinin uyguladığı mal ve hizmet alım usulleri irdelenmiştir. Üçüncü bölümde ise, üniversite hastanelerinin ve döner sermaye sistemlerinin sorunları ortaya konulmaya çalışılmıştır. Tespit edilen sorunlar değerlendirilmeye tabi tutulmuş ve bu sorunlara ne gibi çözümler bulunabileceği anlatılmıştır. Sonuç olarak üniversite hastanelerinin fonksiyonel tanımlarının yeniden yapılması ve döner sermaye sisteminin yeniden yapılandırılarak devam etmesinin faydalı olacağı vurgulanmıştır. This thesis explains establishment, administrative and economics structure of university research hospitals and also reveals revolving fund systems's functions in the university research hospitals and also reveals revolving fund system's functions in the university research hospital. Study includes three parts.In the first part the terms health and hospitals are explained.Also, the progress of university hospitals, their foundations and administrative structures are explained in an historical perspective.In addition, patients are taken into account and classified in terms of income generating process of university hospitals. In the second section, financial structures of university hospitals are searched.The foundation of university revolving funds, their administrative structures and income generating process are explained.Also, expense methods of revolving fund's income, their obligatory expenses and purchase methods are examined. Third section includes the problems of university research hospitals and revolving funds.Also this sections implies the solutions of the problems. Finally, re-define university hospitals functionally and re-organize revolving funds and let them continue would be better for the public interests.
