Bu tezin amacı, geçmişten günümüze kadar bilim ve teknoloji politikalarının temel oluşturduğu teknokentlerin gelişimine değinerek, ülkemiz açısından önemini incelemektir. Çalışmanın temel çıkış noktası, bilim ve teknolojinin tanımlamalarına, farklı ekonomik perspektifler açısından gelişimine, gelişmiş ülkelerin uyguladıkları bilim ve teknoloji politikaları ve teknokent uygulamalarına değinerek, ülkemiz açısından konunun önemine ulaşılmaya çalışılmaktadır. Çalışmanın ilk iki bölümünde bilim ve teknolojinin tarihsel gelişimine diğer ülkelerdeki bilim ve teknoloji politikalarının uygulamalarına yer verilmiştir. İkinci bölümde ayrıca Güney Kore ile olan benzer yönlerimize rağmen Güney Kore'nin uyguladığı bilim ve teknoloji politikalarıyla nasıl dünyada söz sahibi olduğuna da değinilmiştir. Çalışmanın üçüncü ve dördüncü bölümünde konu artık tamamıyla Türkiye üzerine odaklanmaktadır. Türkiye'de bilim ve teknoloji üzerine yıllarca yapılan çalışmaları içeren beşer yıllık kalkınma planlarına yer verilmektedir. Ayrıca bilim ve teknoloji politikalarının oluşumunda etkin olan kurumlara ve sağlanan teşviklere değinilmektedir. Dördüncü bölümde ise ülkemizde faaliyette ve faaliyete geçecek olan teknokentlere yer verilmiştir. Sonuç olarak ülkemiz, dünyanın gidişatında etkili bir rol istiyorsa, bilimsel ve teknolojik gelişmelere, inovasyona ve teknokentlere gereken desteği sağlamak zorundadır. The purpose of this thesis is to mention the development of technocities which is the base of science and tecnology politics from past to now and to examine the importance of thıs development in terms of our country. The starting point of this study is the show the ımportance of the subject for our country by dealing wıth the definition of science and technology, development of various economic perspectives and science and technolgy poltics applied by developed countries. First two parts of the study comprised of historical evolution of science and technology and use of science and tecnology politics in other countries. Also in the second part, while there are similarities beetwen South Korea and Turkey, how South Korea became an authority by following their own science and technology politics was mentioned. Last two parts of the study was dealing solely with Turkey. 5- years developments plans containing studies on science and technology were dıscussed. Besides that the promotıons supplied for active establishments whıch has a key role on science and technology politics were also mentioned. İn the fourth part existing and future technocities in our country were given. As a result, if our country would have an effective part in wolrd's future she must provide necessary support for scientific and technological developments, innovatıons and technocities.
