Bu tezin amacı, yerel yönetimlerde mali özerklik ve mali tevzin kavramlarının yapılan yeni değişiklikler çerçevesinde incelenmesidir. Tezin temel noktası mali özerklik ve tevzin çalışmalarının yerel yönetimlerde nasıl uygulandığıdır. Bu konuyu tahlil edebilmek açısından yerel yönetimlerde uygulanan maliye sistemleri ve politikalarının yeterince anlaşılması ve açıklanması gerekmektedir. Çalışmada genel olarak yerel yönetimlerde işlevsel mekanizmanın nasıl çalıştığı, yerel yönetimlerde uygulanan stratejik planlama ve bu yönetim birimlerince uygulanan maliye politikaları, yeni düzenlemeler eşliğinde uygulamaya konulan kamu mali yönetimi kontrol kanunu ve belediye kanunun kavramsal boyutu yer almaktadır. Sonuç olarak merkezi yönetim ile yerel yönetimler arasındaki ilişkinin en önemli yanı, kaynak bölüşümü, yani mali konulardır. İki yönetim arasında görev ve yetki bölüşümünün hemen arkasından gelir kaynaklarının paylaşımı gelmektedir. O yüzden yeni kanunlar ve düzenlemeler çerçevesinde yerel yönetimlerde uygulanan maliye politikalarının iyi anlaşılması gerekmektedir. The aim of this thesis is to analyze the concepts of financial autonomy and fiscal federalism within the framework of the new arrangements. The main point of the thesis is related to the application of financial autonomy and fiscal federalism works in local administrations. In order to observe the subject on a deeper basis, it is important to thoroughly perceive and explain fiscal systems and policies used in local administrations. In the study, the topics that have been taken into consideration are generally the working system of the structural mechanism, the strategic planning applied in local administrations and fiscal policies applied by such administrative units, public fiscal administration law, which has been put into practice in accordance with the new arrangements, and the conceptual dimension of municipal laws. Consequently, the most important part of the relationship between central administrations and local administrations is resource distribution, which is a fiscal issue. What comes right after task and authorization distribution between the two administrations is resource distribution. For that reason, it is necessary to perceive the fiscal policies applied in local administrations within the framework of new laws and arrangements.
