Tanzimat'tan Avrupa Birliği'ne giriş sürecine kadar geçen dönemde, iktidara gelen her siyasi oluşum Türk mesleki ve teknik eğitim politikalarına kendi görüşü doğrultusunda yön vermiştir. Bu tezin amacı, Türkiye'de dönemsel olarak değişen, ülkemizde uygulanan mesleki ve teknik eğitim politikalarının incelenmesidir. Bu çalışmada; eğitim, mesleki ve teknik eğitim kavramlarına açıklık getirilerek başlanmış ve bu kavramların siyaset, yönetim ve ekonomi ile olan ilişkisi ortaya konulmuştur. Mesleki ve teknik eğitim için yapılan kanuni düzenlemeler, mesleki ve teknik eğitime yön veren kalkınma planları, hükümet programları ve milli eğitim Şuraları belgeleri incelenmiştir. Mesleki ve teknik eğitim hizmeti veren kamu kurumları hakkında bilgi verilmiştir. Eğitim süreci içindeki öğrencilerin temel eğitim sonrası mesleki ve teknik eğitime geçiş yapmaları, buradan mezun olan öğrencilerin yükseköğretim programlarına yerleştirilmesi konu edilmiştir. Avrupa Birliği sürecinde Türkiye'de uygulanan AB destekli programlar ve projeler değerlendirilmiş, diğer AB üyesi ülkelerde uygulanan mesleki ve teknik eğitim politikaları incelenmiştir. Türkiye'deki mesleki ve teknik eğitim politikalarının, AB'ye uyum çalışmalarından ve AB eğitim programlarından etkilenerek son Şeklini aldığı görülmüştür. Throughout the period from Tanzimat Period to the process of entrance to European Union, every political constitution in power has shaped Turkey?s technical and vocational education and training policies in accordance with its own point of wiew. The aim of this thesis is to analyze the policies of technical and vocational education applied in Turkey that display periodic changes. This study begins with the clarification of the terms "education", "technical and vocational education" and their relationship with politics, administration and economics is stated. The legal arrangements about technical and vocational education, development plans, goverment programs and the documents of National Educational Council, which direct the technical and vocational education education are analyzed. Certain information related to the public bodies that provide technical and vocational education services is given. The issue about the ways of passing of the students in the process of education to the technical and vocational education after the formal education and their placement on higher education programs after graduation is handled. The European Union assisted programs and projects applied in Turkey in the process of EU are evaluated and the policies of technical and vocational education applied in other EU candidate countries are analyzed. The conclusion is that current technical and vocational education policies in Turkey have been shaped under the influence of EU adaptation efforts and EU education programs.
