Dünyamız; siyasal, kültürel, ekonomik, sosyal, teknolojik, yönetsel olarak birçok alanı etkileyen hızlı bir değişim sürecine tanıklık etmektedir. Değişimden etkilenen kamu yönetimi, yeni bir anlayış ile merkeziyetçilikten uzaklaşma, yerelleşme, bürokrasinin zayıflatılması, devletin küçültülmesi ve saydamlık gibi hedeflere ulaşmayı amaçlamaktadır. Bu amaçlara ulaşmak için benimsenen araç ise stratejik yönetim tekniği olmuştur. Stratejik yönetim; geleceğe yönelik amaç ve hedeflerin belirlenmesine ve bu hedeflere ulaşabilmek için yapılması gereken faaliyetlerin belirlenmesine olanak sağlayan bir yönetim tekniğidir. Çalışmada stratejik yönetim anlayışı sistem yaklaşımı ile ele alınmış, sistemin uygulama aşaması dünya ve Türk kamu yönetimi uygulamalarından örnekler verilerek anlatılmıştır. Our world witnesses a rapid change process that affects many areas in politic, cultural, economical, social, technological, managerial terms. Public management which is affected by the change aims to reach some objectives such as decentralization, localization, reduction in the bureaucracy, minimization of the state and transparency. The instrument adopted to achieve these goals is the strategic management procedure. Strategic management is a management procedure that allows setting objectives and goals for the future and deciding on the activities necessary to be carried out in order to achieve these objectives and goals. In this study, strategic management approach is handled within the framework of system approach and implementation stage of the system is explained by giving examples of the Turkish public management practices and presenting best practices from the world.
