Bu çalışma; Avrupa Birliği'ne uyum sürecinde Emniyet Teşkilatının genel durumunu ortaya koymayı amaçlamaktadır. Bu amaca ulaşabilmek için, Avrupa Birliği Polis Teşkilatı "Europol" ile Avrupa Birliği'ne üye Almanya, İngiltere ve İspanya Polis Teşkilatları somut mukayese için incelenmiştir. Çalışma literatüre dayalı bir çalışma olup, daha çokbirincil ve ikincil kaynaklardan yararlanılmıştır. Çalışma içerisinde yapılan mukayese neticesinde Türk Polis Teşkilatının AB kriterlerine içinde bulunduğu tüm olumsuz iç ve dış koşullara rağmen personelinin üstün gayret ve samimiyeti neticesi kısmen yerine getirdiği, ayrıca vermiş olduğu hizmet bağlamında örnek alınan AB ülkelerinin polis teşkilatlarından daha üstün ve başarılı bir konumda olduğu gözlemlenmektedir. Sonuç olarak, Türk Polis Teşkilatının AB kriterlerine uyumu için teşkilat yapısı, personel alımı ve eğitimi ile çalışma koşulları ile ilgili olarak topyekün ve sistematik bir dönüşüm zorunluluk arz etmektedir. This work; The European Union of the status of harmonization of organization of Public Safety to the put-away. To reach this goal, the European Union Police Organization "Europol" with Germany, United Kingdom and the European Union Member Spain Police Agencies to compare it to the concrete. Is a work based on the work regarding this, the more primary and secondary sources. Compare it to the discretion of EU criteria, the result of work done within the Turkish Police is located in, despite all the negative internal and external conditions and genuine intimacy, partially met its staff strive superior also in the context of the service, and superior to the EU countries from the example of a successful is observed in the location teşkilatlarından the police.
